RFP Description

The vendor is required to provide that solid waste and recycling services for all labor and equipment, necessary to perform refuse removal service from all sites serviced by psychiatric center.
- Inform himself, by personal inspection of the specifications, of the location of the proposed collection points of refuse/garbage removal or by such other means as he may select to ascertain that he is fully informed of the extent of service
- He is familiar with and has full knowledge of all requirements and does hereby represent that he has visited with the premises and is fully cognizant of all of the conditions under the work is to be performed
- He is fully knowledgeable of all federal, state and local laws, rules, regulations, etc., for refuse/garbage recyclables and will provide service in accordance with such laws, regulations, etc.
- Must limit communications with agency during the restricted period of each procurement to the agency -designated point(s) of contact
• The restricted period is the period from the date of the earliest method by an agency solicits a response from vendors to a contract opportunity until the date the contract is awarded and, if applicable, approved by the comptroller’s office.
- Must affirm in writing vendor’s understanding of, and agreement, to comply with the agency procurement guidelines
- Must certify whether vendor has been found non-responsible within the previous four years by any governmental entity for failure to comply with state finance law 139-k or for the intentional provision of false or incomplete information regarding its procurement lobbying law compliance.
- Include a summary of department procurement lobbying guidelines in each initial solicitation document.
- Designate a single point or points of contact for each procurement
- department staff to record all contacts from offerors during the restricted period of each procurement
• A contact is any communication with department under circumstances where a reasonable person infer that the communication was intended to influence the procurement
- All impermissible contacts for investigation by department.
- A responsibility determination with regard to state finance law section 139-j and 139-k compliance prior to award of the contract
- A provision in all procurement contracts department to terminate the contract if the vendor’s certification is found to be intentionally false or intentionally incomplete.
- Contract Period/Term: 5 years
