The vendor is required to provide to procure a traffic records management and support service contract with a qualified data management firm.
- The administration and activities of the traffic records coordinating committee (TRCC) and its subcommittees.
- This involves providing expert opinion on traffic records related subjects and ensuring that the TRCC activities are focused on vision and mission to develop, maintain, and track accomplishments related to the state’s plan for traffic records improvement.
- Assist TRCC members and/or subrecipients in project development and reporting; support the TRCC in the development and reporting of performance measures and the use of standardized quantitative measurements to establish a baseline and/or benchmarks for proposed projects; compile data and statistics from funded projects; coordinate input from involved agencies to prepare the traffic records (405c) grant application (required by NHTSA).
- Arrange and provide support/assistance for four (4) TRCC meetings each year; prepare and distribute meeting minutes to TRCC/TREC (traffic records executive committee) members; document action plan and distribute; participate in sub-committee meetings providing support/assistance.
- Develop the national highway traffic safety administration (NHTSA) required state annual traffic records strategic (405c) grant application for each federal fiscal year that will include required information including: a) update to the traffic records strategic plan, and b) the annual progress report to be developed in cooperation with the agency and the TRCC.
- Provide the completed traffic records strategic plan and any information needed for the annual grant application to the agency three weeks (3) prior to the august 1st submission deadline date.
- Ensure compliance with all relevant laws, regulations, and guidelines related to state and federal NHTSA grant programs.
- The traffic records management and support data management firm must have the ability and expertise to meet the goals and objectives for the required services outlined in this RFP and should clearly reflect experience and subject matter expertise in the field of traffic records and data management.
- Traffic records management and support data management:
• Provide on-going traffic records information and strategy guidance to the agency and traffic records related work groups.
• Develop and facilitate a high-quality traffic records strategic plan and traffic records briefings during committee meetings for various audiences, including state and local leaders.
• Advise and assist with the implementation and management of various traffic records related projects.
