The vendor is required to provide workplace investigations into allegations of discrimination, harassment, retaliation, ethical violations, misconduct, performance issues and other employee relations concerns.
a. Federal and state laws, county code and policies
• Knowledge and experience analyzing and applying federal, state, county and local civil rights, equal protection and labor and employment laws and policies related to employment practices.
• Knowledge and experience interpreting legal and legislative decisions related to civil rights, equal protection and labor and employment laws, including but not limited to:
o Civil rights
o Discrimination, harassment, and retaliation
o Safety and health standards
o Drug-free workplace
o Health benefits, retirement standards, and workers' compensation
o Equal employment opportunity
o Federal, state, local leave
• Knowledge and experience analyzing collective bargaining agreements, municipal codes and employer policies.
• Knowledge and experience working with unions and understanding federal, state and local labor laws
b. Workplace investigations
• Workplace investigation requests for services may involve, but are not limited to the following:
o Peer-to-peer
o Management to non-management
o Management to management
o Non-management to management
o Employee to customer
o Customer to employee
o Employee to client and vendor
o Client and vendor to employee
• Knowledge and experience in conducting workplace investigations related to the following:
o Discrimination complaints including, but not limited to, any and all protected classes under federal, state, and local law
o Harassment and hostile work environment complaints
o Inappropriate conduct complaints including protected class complaints not rising to the level of a legal violation
o Retaliation complaints
o Other employee relations, interpersonal conflict, performance and unfair treatment complaints
o Workplace misconduct allegations, including, but not limited to:
▪ Workplace theft
▪ Workplace violence
▪ Fraud
▪ Assault or battery
▪ Threats against others
▪ Unsafe work environment complaints
▪ Violations of county drug and alcohol policies

• Experience in hosting virtual interviews on secure tools

e. Excellent customer service and reporting
• Ability to communicate clearly and effectively with management and employees at all levels of the organization

• Ability to deliver responsive customer services to a wide range of audiences
• Skilled in writing clear, concise, unbiased, impartial investigation findings and conclusions
• Skilled in presenting thorough, concise and confidential oral and written reports

• Ability to effectively communicate across a wide range of cultures
