The Vendor is required to provide to develop and present a comprehensive updated development charges background study for the city.
- Provides comprehensive municipal services, including garbage and recycling collection, road maintenance, water/wastewater services, planning and building services, and fire and policing services.
- The City also offers parks, recreation programs, transit, and cemetery services, social services, including childcare, housing and income assistance.
- Services include:
• Based on the preliminary official plan project growth projections, the proponent shall conduct an independent assessment and prepare its own analysis of current and long-term population growth.
• Provide summary of legislative changes since last study and their impacts
• Evaluation of options for development charges based on geographic services areas; developing an appropriate methodology for calculating levels of service and allowable charges for service eligible for development charges funding.
• Determination of the extent where service areas can be broken out.
• Evaluation of various service area options, including calculating appropriate development charges rates for each potential service area.
• Completion of a cash-flow analysis based on revenues and expenditures to ensure anticipated development charges revenue will provide for necessary expenditures.
• Calculation of incremental operating costs related to growth expenditures.
• Assisting the city in considering any new services to be included in the bylaw.
• Analysis of the efficacy of implementing community benefit charges for the city.
• Review the city’s treatment of industrial development charges and assess the appropriateness of introducing such charges where they have not previously been imposed, including an evaluation of the related long-term financial, policy, and growth management implications, informed by historical analysis and projected impact analysis using available data.
• Ensuring the city’s future development of the grand trunk (GTR) site is appropriately captured
• Review and assess the city’s draft front-ending agreement and deferral policy documents for consistency with applicable legislation, and provide recommended amendments to support and guide the finalization of the associated templates.
• Providing advice with respect to various development charges related issues.
• A minimum of three meetings with Staff and internal working group, being required with at least one in person.
