The vendor required to provide temporary personnel services to support the county’s public transportation operations, maintenance, information technology, planning, and paratransit functions.
- Including fixed-route bus services, contracted paratransit services for the transportation of economically disadvantaged persons and persons with disabilities, community shuttle services, and partnerships with other entities to provide alternative local public transit services.
- County will identify the required services, work location(s), and coverage needs for each assignment, and vendor shall propose qualified personnel capable of meeting those requirements.
- Providing qualified temporary personnel consistent with the operational needs described herein.
- County’s normal business hours are Monday through Friday 8:30 a.m. To 5:00 p.m. Work schedules may vary based on operational needs and specific assignment requirements, and support coverage may be required during different shifts.
- “Callout support” refers to after-hours or emergency response services that may be required to support operational needs or critical projects requiring dedicated resources and staffing.
- Callout support may be required for assignments supporting the operations, maintenance, information technology, planning, and paratransit, including support for critical systems necessary to deliver safe, reliable, and on-time transit service.
- At-will employment and transition of services:
• All individuals provided by vendor under this contract (“vendor personnel”) are and shall remain at all times, employees (or, as applicable, agents) of vendor, and not employees, agents, or servants of county.
• Construed to create any employment relationship, agency relationship, or joint-employment relationship between county and vendor personnel.
• Retains sole responsibility and control over recruiting, hiring, onboarding, pre-employment screening and testing, assigning, supervising, evaluating, disciplining, paying wages and benefits to, and discharging vendor personnel, and for compliance with all applicable wage-and-hour and employment laws.
• To protect county operations, safety, security, and service quality, county may, require any vendor personnel be removed from county premises and assignment when county determines, in its sole discretion, that continued presence or performance is not in county’s best interest
• County may have incumbent temporary personnel performing ongoing or critical assignments that cannot be interrupted.
• County may request continuity for certain assignments by asking the newly awarded vendor to consider incumbent temporary personnel for continued assignment.
- Drug testing
• Assign any vendor personnel for a county assignment unless the individual has completed a drug and alcohol test administered by vendor at vendor’s sole cost and responsibility.
• The drug screen must be consistent with a five-panel test, including tests for amphetamines, marijuana, opiates, cocaine, and phencyclidine.
• All testing must be performed by a qualified laboratory and conducted in a professional manner to produce accurate and complete results.
