The Vendor is required to provide substitute staffing services for the District.
- Required to employ and to provide all management, personnel, and employment services to the District including, but not limited to training, employment, financial, tax withholding, workers’ compensation, insurance, social security, management and oversight for the staffing of substitute staff.
- Provide the District with a fixed fee per employee provided. This fee will be based on the District’s rate of pay and the contractor’s percentage overhead. At the discretion of the District, the rate of pay may be periodically adjusted.
- Shall furnish all necessary resources, including, but not limited to, management and personnel, required background investigations, training programs, support, equipment and materials to provide and implement a program to provide Substitute Staffing for the District.
- Services include:
• Recruit, interview, screen, employ and train substitute teachers, paraprofessionals, custodial staff and food services workers prior to placement. (paraprofessionals may include, but are not limited to, classroom instructional aides, special education aides, and media center aides.)
• Provide qualified substitute teachers for positions in grades pre-k through 12, special education, vocational educational, ROTC, and other certified staff positions; early childhood assistants (pre-k) and special education assistants and place substitutes daily as needed in the district; custodial staff; and food service workers
• Possess reporting capability to run historical reports on substitutes
• Provide at least ninety-five percent (95%) fill rate for requested services (substitute teachers, substitute paraprofessionals, custodial staff, and food service workers)
• Screen candidates to ensure compliance with state law, department of education policies and district policies
• Provide to the district all needed information for department of education reporting
• Report to the chief of human resources or his/her designee. This reporting relationship is for communication and coordination and is not intended to create an employer and employee relationship between the contractor’s staff and the district. Nothing contained herein shall constitute an employer/employee relationship between the district and the contractor or the contractor’s employees.
• Conduct criminal background checks and verification that the teacher substitutes, paraprofessionals, custodial staff, and food service workers do not appear on any sex offender registry or have any other recorded violation that would disqualify the substitute from public employment, prior to accepting the assignment
• Provide automated reporting/billing system, daily staff coverage, as well as key contact person(s) and back-up contact person
• Provide copies of all special licenses or accreditations or certification, in cases where they are required by state, federal, and/or local law, statute, regulation, or district policy upon request to the district provide references and resumes on individual substitute teachers, paraprofessionals, custodial staff, and food service workers, if requested
• Provide and be solely responsible for payment of all salaries, wages, bonuses, social security, workers' compensation, taxes, federal and state unemployment insurance, liability and workers' compensation insurance, employee benefits, and any and all taxes related to personnel furnished under FICA, (shall provide workers' compensation for its personnel).
