RFP Description

The Vendor is required to provide a customized software solution for a secure, scalable, and accessible micro-credential assessment and management platform to support the submission, evaluation, and verification of P-12 student learning artifacts aligned to workforce readiness competencies.
- The platform must support structured assessment workflows, timely and actionable feedback, iterative resubmission cycles, and comprehensive reporting to enable quality assurance, continuous improvement, and program scalability across diverse educational contexts.
- Provide a secure, scalable, customizable micro-credential assessment and feedback platform to support middle and high school students in demonstrating workforce readiness competencies aligned to the Profile of the agency.
- The solution shall support structured submission, rubric-aligned assessment, and iterative feedback and revision cycles for student artifacts and reflections.
- Submission and Evidence Management
1. Artifact and Reflection Submission
•    The platform shall support secure submission of student artifacts, written reflections, and supporting documentation aligned to each micro-credential’s requirements. 
•    The system must support multiple file types, embedded media, and version tracking to document learning over time.
2. Structured Submission Prompts 
•    The platform shall allow administrators to configure overview questions, artifact requirements, and reflection prompts for each micro-credential to ensure alignment with competency frameworks and assessment criteria.
- Rubric-Aligned Assessment
1. Rubric Configuration and Scoring:
•    The platform shall support configurable, rubric-aligned assessment workflows for each micro-credential, including clearly defined performance criteria, indicators, and proficiency levels. Assessors must be able to score submissions against rubrics and record both qualitative and quantitative judgments.
2. Assessment Workflow Management
•    The system shall manage the routing, assignment, and status tracking of submissions across assessors, including queues, notifications, and visibility into review progress and turnaround time.
- The platform shall enable assessors to provide structured, written, and/or annotated feedback aligned to rubric criteria, including prompts or templates that support consistent, learner-centered, and growth-oriented feedback.
- The system shall support iterative resubmission cycles, preserving prior versions and feedback so that students can reflect, revise, and resubmit evidence until competency is demonstrated.
- The platform shall provide each student with a customized achievement portfolio that automatically populates with completed micro-credentials, artifacts, and credentials and can be shared with educators, families, postsecondary institutions, or employers.
- The platform shall automatically generate and issue a digital badge (Open Badge compliant), certificate, and transcript record aligned to the credential’s competency and metadata.
- The platform shall provide dashboards and customized reporting tools that allow administrators to view cohort-level and program-level data, including submission volume, completion rates, resubmission frequency, time-to-feedback, and rubric performance trends.
- The system shall support export of assessment and credential data in standard formats to support program evaluation, customized reporting, research, and integration with other institutional systems.
- The platform shall support role-based access for students, assessors, administrators, and partners, with appropriate permissions and visibility controls. Auto communications will be provided for account creation, enrollment, submission results, post-completion survey, and reminders.
- The platform shall comply with WCAG 2.1 AA standards and provide documentation (e.g., VPAT) verifying accessibility compliance.
- The platform shall comply with FERPA and applicable student data privacy regulations, support encryption of data at rest and in transit, and provide documented incident response and breach notification procedures.
- The platform shall support export of all University-owned data, including user records, submissions, feedback, credentials, and reporting data, in standard, machine-readable formats upon request and upon contract termination.
