The vendor required to provide federal assessment and accountability systems and related data collections for include:
1. Assessment support
• Agency implementation and continuous improvement of assessment related data systems, data collections, and reporting outputs.
• Provide technical and operational support for the intake, validation, and processing of assessment data and associated datasets, including development and refinement of data workflows, validation rules, and exception handling processes.
• The vendor shall support agency -defined assessment business rules and maintain documentation sufficient for repeatability and auditability, including rule definitions, effective dates where applicable, and change history.
• Provide recommendations to agency regarding improvements to data rules, data collection design, and reporting logic, including analysis of the operational and reporting impacts of agency policy changes and implementation decisions.
2. Accountability support
• Agency implementation and maintenance of state and federal accountability-related data systems, business rules, calculation logic, and reporting outputs including support for agency -defined indicator specifications, subgroup rules, participation rules, and suppression and privacy protections.
• Provide support for translating agency policy decisions into implementable accountability business rules and shall maintain documentation as necessary and required.
• The vendor shall support data collection and validation workflows required for accountability determinations, provide quality assurance testing as necessary, and provide recommendations to agency on data rule design, reporting implications, and downstream impacts of proposed policy changes, including scenario support and written analyses as requested.
