The Vendor is required to provide to develop and implement an online code hosting platform to modernize and improve the public presentation and accessibility of the county code.
- Objectives:
• Improve public accessibility and usability of the County Code
• Provide a structured and intuitive navigation experience
• Enable full-text search across the entire Code
• Support internal staff in maintaining and updating Code content
- Structured Code Organization
• The system shall support the current hierarchical organization of the County Code, including:
• Chapters
• Sections
• Optional intermediate groupings, i.e. Articles and Divisions
• Navigation elements, including tables of contents, should be automatically generated and updated based on the Code structure
- Unit-Based Content Management
• Code content shall be managed at defined, structured levels, rather than as whole documents
• Each section shall be stored as structured content with defined fields, including:
• Section number
• Section title
• Body text
• Source notes (contains links to the ordinances that amended that particular section)
• Staff should be able to create, edit, and update individual sections at a time
• The system should support structured display of non-standard content, including editor's notes, tables, appendices, and similarly formatted materials
• The system shall support flexible section numbering, including non-sequential and inserted sections, without requiring renumbering of existing sections
- Search Functionality
• Full-text search across the entire Code
• Keyword and phrase-based search
• Search results should display relevant sections with clear navigation links
- Navigation and Linking
• A persistent navigation interface (e.g., left-hand sidebar) for browsing Code structure
• Automatically generated tables of contents for chapters and other groupings
• Ability to create internal links between sections (cross-references) and ability to link to externally-hosted content or web pages
• Links should be clickable and navigable within the platform
- Public Interface
• Clean, user-friendly interface accessible via standard web browsers
• Text formatting, including paragraph justification and organization alignment within sections and subsections, should be visually consistent with the current County Code presentation standards
• Mobile-responsive design
• Display Code content in a readable, text-based, and ADA accessible format
• Ability for users to print, download, and share selected portions of the Code, such as:
• Individual sections
• Multiple sections
• Articles or divisions (where applicable)
• Entire chapters
• Downloaded or printed content should maintain clear formatting and readability consistent with the online display
- Content Editing and Publishing
• Ability for authorized staff to
• Create and edit sections, divisions, articles, or chapters
• Save content in draft form
• Preview content prior to publication
• Publish updates to the public interface
• The system should support controlled publishing to prevent unintended changes from going live immediately
• Visual editing interface that supports basic text formatting controls sufficient to maintain consistency with current Code presentation standards
