The Vendor is required to provide workers’ compensation insurance and claims administration of county’s workers’ compensation program.
- County requires a partner who demonstrates an innovative and effective claims management process that is streamlined nd user-friendly, has strong customer service focus, solid reporting capabilities, effective technological capabilities, proactive and consistent management of employee occupational absences, competitive rates and fees.
- Staff should have proper licensing to perform claims administration services.
- Provide services that include, but not limited to, claims administration, medical managed care services, and loss prevention services.
- Program Goals:
• To assure that all workers’ compensation claims filed by county employees are adjudicated on a timely basis by claims adjusters licensed by the state and administered in accordance with the state workers’ compensation act.
• To ensure that employees sustaining work related injuries or illnesses are provided with quality medical care and treatment on a timely basis.
• To ensure that claimants receive appropriate medical and rehabilitative services enabling maximum medical recovery and a safe and expedient return to work as early as possible.
• To develop and implement strategies that reduces the frequency and severity of claims.
• To maximize the application of information technology tools to benefit all facets of county’s loss prevention programs.
• To refine and enhance previously developed initiatives in managed care, transitional work, and safety training and accident investigation programs.
• To develop a high performing and coordinated approach between county and vendor representatives dedicated to a quality and efficient workers’ compensation program.
• To provide ongoing review of existing practices and implementation of best practices in the administration of county’s workers’ compensation program.
- Employer’s Liability: Subject to the terms, conditions, and exclusions provided by the policy of excess workers compensation and employers’ liability insurance issued, the vendor will pay based off the limits of liability shown below:
• Bodily Injury by Accident: $1,000,000 each accident
• Bodily Injury by Disease: $1,000,000 each employee
• Bodily Injury by Disease: $1,000,000 policy limit (most the County will pay for all damages covered by the insurance and arising out of bodily injury by disease, regardless of the number of employees who sustain bodily injury by disease)
- Administer take-over all “run-off” claims including all “first aid only”, indemnity, medical and future medical only claims filed and as claims reported as of January 1, 2026.
- Furnish employees with the option of direct deposit for payroll benefits.
- Furnish bi-weekly up-dated payroll information, track when employees are out due to their injury and/or due to surgery and communicate such to County on a timely basis as well as, when employees are released to return to work from their doctor (verify with employee/department/County, if employee has returned to work so that payroll benefits are promptly terminated.
- Follow up on all doctor releases, if information between doctors’ conflicts with the return to work of the employee, a prompt follow-up to doctor(s) must be conducted so that communication is administered and a plan of action is carried for the employee’s return to work, if obtainable.
- Obtain nurse case managers that are bilingual, can visit with the employee and attend doctors’ visits, if need too.
- County should be informed with reports from the nurse case manager and approval for such services.
- Review County’s Worker’s Compensation Program, to include policies and provide directives or recommendations, if needed.
- Utilize any analytical report that may be provided by other insurance carriers regarding trends in work related injuries.
- Provide medical management of all cases, ensure pharmacy management is cost-effective and appropriate and provides the utmost efficiency with local providers to our employees; establish a professional relationship to ensure prompt distribution of medications, when needed.
- Provide up-dated monthly reports regarding trends, physicians, costs, open claims within a 24- hour period, if requested.
- Capacity to store and maintain all files pertaining from previous administrator.
- Participate and provide yearly training in the current Worker’s Compensation Program to departments/employees.
