The vendor is required to provide that graphic design, web design, and web support services for projects such as annual reports, logos, photography, videography, custom charts and tables, banners, posters, handbook covers, and other special publications and projects on an as-needed basis.
-Graphic design services to creating its own publications and other creative content that require graphic design services.
•Graphic design services:
oMust be able to conceptualize what a project is about and carry that vision or ward to its completion.
oThis will include meeting with agency staff and being involved in discussions about the concept. the vendor must be able to determine the visual content and make a rough conceptualization and catalog the initial information.
oMust be able to flesh out by writing what the conceptualization is through research and initial copy structure.
oMust provide a rough design with a formulation of shot list and determine the graphic needs. the vendor must produce comp series for agency review.
omust provide graphics production to include design and realization of graphics, numerations, charts, illustrations, art elements, design elements, and graphics for initial cover layout.
omust provide and assist with photography production to include set up of photo shoots, coordination with photographers, scheduling with client and subjects, stock search, archive search, cull process, purchasing and acquisition, color correction, retouching and sizing for final layout.
omust provide and assist with video production to include location scouting, set up of video shoots, talent search and coordination, stock search, archive search, cull process, purchasing and acquisition, filming, color correction, editing, design and development of
animation / motion graphics, audio production, and providing final video files for broadcast
and/or digital use.
omust provide layout services to include determination of page counts and
final content, section design and layout, headers, footers and captions design and layout final
copy writing, fact checking, and grammatical referencing.
omust provide proofing and editing of final text, photos, design and layout.
oThe vendor must also provide digital correspondence of complete proofs between the agency and all associated entities such as printing firm.
omust provide prepress services for annual reports to include digital print
ready documents and all associated files, reference, knowledge, and experience with offset and
web press and image setting technologies.
omust provide press proofing to include reviewing complete digital printer proofs in studio, reviewing hard color proofs from the printer alongside the client, reviewing press proofs at the printer site during press run, reference knowledge and experience with offset and web press in discussions with press operators.
omust provide archive services to include catalog and backup all working and final design files, photography, illustration, layout, text, reference documents from the agency, and final prepress document.
-Website Design Services for revising and/or updating the design of an external website and an internal website using Content Management System (CMS) software for the state and will be required to provide the content code to state. Both sites will be hosted by state
•must be able to provide a project plan for updating the website and intranet
to include a CMS software implementation plan.
•vendor must be able to update the website and intranet using the most current/up
to date release of Expression Engine.
•vendor must be able to maintain a consistent look and easy navigation for both the
website and intranet. The site must have an attractive mix of text, photos, and graphics. The
website must retain the color schemes that exist on the current site unless a change is requested
by state.
•Both sites must provide for high-speed upload / download response times for both low and high
speed computers
•The sites must be compatible with current versions of commonly used internet browsers.
•At the request of state, information currently on the website and intranet must be included.
•The site must be designed for 24/7/365 usage.
•vendor must work with the state Communications Department to determine website and intranet content information and a navigation framework.
•vendor must provide design mock ups of any potentially modified website and intranet pages.
•vendor must create more user-friendly mobile capability sites for the website with the option of a mobile application.
•vendor must create tutorials in collaboration with state staff for retirement processes on the website to include graphics and/or video.
•vendor must maintain a news feed for the website with more flexibility in design and usage. The news feed should be a prominent feature of the main page.
•vendor must maintain an intranet to include a document repository for Human Resource policies and forms; travel documents and forms; and any other division that may need to provide documents and forms to the state staff. These documents and forms should be easily organized on their respective pages.
•vendor must provide training for state staff and a tutorial for state membership on how to use any new features of the website and intranet.
•vendor will be expected to perform research and provide recommendations for ongoing improvements.
-Website Support Services:
•All updates to the intranet site must occur behind the firewall.
•The vendor must provide continued maintenance and support throughout the contract term for the public website and intranet site, as well as for any updates or additional sites after such updates or additional sites have been launched. Support shall include, without limitation, software maintenance, technical support, troubleshooting forms, basic content updates, etc.
•The vendor must provide support, including without limitation troubleshooting, with a turnaround time for coding errors of 24 hours or less.
•Upon request of state, the awarded vendor may be required to assist with website governance structure and the process of administration, permissions, assigning user roles to access to different areas.
•vendor will be required to assist with and maintain compliance with latest web accessibility standards, including without limitation, the April 2024 DOJ Final Rule. The vendor will be expected to provide periodic reporting to state confirming the compliance.
•vendor must collaborate with state ITS to ensure backups are taking place on schedule and are tested. At state discretion, state or the vendor may be responsible for performing regularly scheduled backups. The vendor will be expected to provide monthly
reporting to state confirming backups have been timely made if the vendor is asked to perform the
backups for state.
•vendor must ensure website security best practices are being enforced and shall
provide quarterly reporting to state either confirming best practices are in place and followed or
recommending enhancements to meet best practices.
•vendor will be required to provide quarterly full site audits and enhancements to
the current hosting environment as required by state. The vendor will provide reporting to state
confirming the audit results within thirty (30) days of such audit.
•state requires SSL Secure Certificate installation and encryption. state is currently replacing the SSL Secure Certificate in-house, but the awarded vendor must be willing and able to perform this task if requested by state during the term of the Agreement.
•vendor must provide quarterly security ad hoc audits of code deemed vulnerable to detect possible vulnerabilities. The vendor will provide reporting to state confirming the audit results within thirty (30) days of such audit.
