RFP Description

The vendor required to provide security services are required 24 hours a day, 7 days a week at assignments across the district.
- Security officers do not have any sworn law enforcement authority but are empowered as civilians to perform special enforcement and site security duties under the authority of the department.
- Types of security services
1. Light rail security services
•    Before assuming any duties, all security officers assigned to light rail services must pass a district administered test on systems safety, policies, and procedures.
2. Commuter rail services
•    Provide uniformed security services for the entire commuter rail alignment, including providing a sufficient number of security officers to serve as the federally required “second crewmember” onboard all revenue service trains terminal to terminal as well as available security officers to cover spare trains pulled into service to replace for a revenue service train taken out of service due to issues for the a, b, and g, commuter rail lines operated by Denver transit partners and Denver transit operators (DTP/DTO) as required by the federal railroad administration (FRA).
•    If a second crewmember is unable to make the departure of a trip(s) or their shift, the contractor must backfill with another second crewmember in order for the train to depart.
•    If a second crewmember needs to temporarily leave the train for relief or other matters at the terminals, they must communicate that with the train operator.
•    System where they provide a bright colored card to the operator indicating they are temporarily leaving the train for relief or other matters then collect from operator upon return.
- Vehicles and equipment
•    All vehicles must be 4-door white, full-size SUVs and comparable in size to a ford explorer or comparable. 
•    These vehicles must be manufactured in 2018 or later and must be all wheel drive or 4-wheel drive.
•    All vehicles will have a driver’s movable, side, spotlight permanently mounted to the side pillar of the vehicle to be operational by the driver of that vehicle with an internal switch and handle.
