RFP Description

The Vendor is required to provide to acquire armed security services.
- Monday through Friday, 7:30 AM – 6:00 PM. 
- Provide one (1) armed, uniformed security officer for each of the shifts noted below.
o    First Shift: 7:30 AM until 3:00 PM.
o    Second Shift: 11:00 AM until 6:00 PM.
- Maintain a business office actively engaged in providing armed security services that is properly equipped and staffed.
- Responsible for the compensation and payment of all wages, salaries, benefits, payroll taxes, and other employment-related costs for all personnel performing work
- Provide only armed officers in performance of this contract. Unarmed officers are not allowed.
- Assigned officers shall be bound at all times by a code of conduct which strictly regulates their personal appearance, conduct, attitude, and contact with others.
- Front Desk Security Duties:
•    Staff front security desk in the lobby of the public building entrance.
•    Control and monitor all ingress and egress at the public building entrance.
•    Maintain positive control of entrance doors and access control systems.
•    Maintain a professional appearance, alert posture, and command presence.
•    Remain attentive and avoid distractions while on post.
•    Greet visitors in a professional and courteous manner.
•    Enforce restricted access policies and deny entry to unauthorized individuals.
•    Observe individuals for suspicious or disruptive behavior.
•    Ensure compliance with building safety rules.
•    Verify government-issued identification, credentials, and access authorization for all employees and visitors.
•    Issue, track, and retrieve visitor badges.
•    Monitor security cameras, alarms, and access control systems.
•    Report security concerns or equipment malfunction.
•    Serve as the initial point of contact for emergencies at the entrance.
•    Initiate emergency procedures for disturbances, medical incidents, fire alarms, evacuations, or active threats.
•    Control lobby access during emergencies or elevated threat conditions.
•    Assist all building tenant personnel with security issues as needed.
•    Assist responding law enforcement and emergency personnel.
- Parking Lot and Exterior Building Patrol Duties:
•    Conduct regular foot patrols of designated parking areas, grounds, and building perimeters.
•    Inspect doors and exterior access points to ensure they are secure and access control systems are functioning properly. Identify and report signs of forced entry or tampering.
•    Monitor for suspicious activity, theft, vandalism, and safety hazards and report any issues or safety concerns.
•    Enforce parking regulations and restricted parking policies.
•    Observe and report unauthorized persons or vehicles.
•    Detect and deter loitering or unauthorized activity.
•    Provide employee and visitor escorts when requested.
•    Respond to incidents such as accidents, disturbances, or vehicle break-ins.
•    Respond to exterior alarms or disturbances and notify appropriate authorities.
•    Monitor exterior lighting, alarms, and surveillance equipment and report any issues or safety concerns.
•    Inspect and ensure that all exterior doors, access points, and law enforcement vehicles are locked and secure at the end of each day.
- Interior Building Patrol Duties:
•    Conduct regular foot patrols of interior spaces, including lobby, offices, hallways, stairwells, elevators, breakrooms, restrooms, restricted areas, etc.
•    Verify doors and secured areas remain locked as required, and access control systems are functioning properly.
•    Monitor for suspicious behavior, unauthorized individuals, safety hazards, and policy violations.
•    Respond to interior alarms, disturbances, or emergency situations and notify appropriate authorities.
•    Ensure compliance with occupancy, safety, and emergency procedures.
•    Assist with evacuations, lockdowns, and shelter-in-place operations.
