- Recycling guidelines
• Non-foil tickets and records must be recycled into a re-saleable product.
• Disposal by landfill, incineration, or energy recovery is prohibited.

- Destruction of non-foil tickets and records
• Agency staff must load designated non-foil tickets and records onto the contractor’s vehicle.
• Driver must sign the agency documentation verifying transported skid count and seal numbers.
• The shredding facility, the contractor must record the unloading of materials, pallet weighing, and the shredding process using a high-resolution, multi-camera setup.
• The recording must begin with the removal of the secure seal and continue through the completion of the destruction process, thereby documenting the full chain of custody.
• The recording must provide a clear, continuous footage from multiple angles to ensure full visibility and traceability of the destruction process.
• After shredding, the contractor must provide destruction documentation, seal verification, and a video recording of the shredding process to agency in a secure and accessible format.
- Destruction of foil tickets
• Destruction of non-foil tickets and records apply to foil tickets.
• Foil separation or destruction, the full process must be recorded and reviewed by agency.
- Scratch-off ticket specifications
• Agency security must pre-approve any subcontractor’s involvement for pickup or destruction.
• Ticket pack sizes range from 4” x 6” x 1” to 7.75” x 8” x 0.25” and should be shrink-wrapped with 50-mil material, when appropriate.
• Shredding and baling must occur at the same facility; third-party storage is not permitted.
• All ticket materials must be cross-shredded twice to an average particle size of 5/8” or smaller.
• Shredding must be completed in one continuous work shift.
• If equipment fails, materials must be stored in a secure, alarmed area, and shredded within twenty-four (24) hours unless agency grants written exception.
• The contractor must certify receipt, pallet weights, destruction, and assume liability for any undisposed material.
• Shredded bales must be stored in alarmed, secure areas until recycler pickup.
• Each truckload averages 20,000 ticket packs, weighing approximately 0.65 to 1.1 pounds per pack, for a total load weight of up to 21,000 pounds.
