The vendor required to provide confidential records destruction to enhance the security of disposing of confidential records and reduce exposure to identity theft or unauthorized release of confidential information by limiting the number of contracted staff responsible for processing.
- The capacity to provide paper media and micro, digital destruction and shredding services, which may include but is not limited to the destruction of optical discs, disk-based magnetic storage media, tape-based storage media, hard drives, flash memory storage devices (USB), smart phones, other portable computing devices, standard 2.5” and 3.5” computing devices as well as audio and video tape, x-rays, mylar, etc. in a manner compliant with NIST 800-88.
- Confidential records destruction
• County agencies will determine the type of services required and whether the services will be performed on-site (mobile) or off-site (at the contractor’s facility).
• Provide on-site (mobile) destruction, and may also propose to provide off-site destruction.
1. For on-site destruction:
o Contractor shall pick up secure containers from county locations and transport to the contractor’s mobile shredding vehicle.
o The county may also use banker boxes or other containers that are stored in secure storage areas; the county will escort contractor during the transport of these records to the contractor’s mobile shredding vehicle.
o The requesting county agency will determine whether the contractor will be escorted by a county representative throughout the process, from pickup to destruction.
2. For off-site destruction:
o Provide off-site destruction only as authorized by the requesting county agency.
o Contractor shall pick up secure containers from county locations and transport within secure vehicles to the contractor’s secure processing facility.
• Provide a signed and dated pickup receipt for all materials picked up for destruction; the receipt shall identify the date and time of pickup, quantity and material(s).
• Responsibility for ensuring that third-party vendors and subcontractors safeguard all confidential materials through their destruction.
• Maintain chain of custody documentation for any documents and materials that have been in the contractor’s charge for the purpose of destruction and shall submit such documentation.
