A] Scope of Service:
The vendor is required to provide that employee health care benefit consulting service for its employees.
• The consultant shall keep current with both state and national legislation that may impact any of the school district employee insurance benefits programs and shall provide reports and recommendations concerning any changes that are legislated or re-interpreted.
• Provide guidance on issues related to 403b plans, COBRA, HIPPA, FMLA, ADA and related compliance issues
• Provide information and guidance to ensure compliance to federal requirements and regulations with ERISA, ACA, USERRA, FMLA and Medicare part d which affect the administration of plan benefits.
• The consultant shall advise and counsel the school district in all matters related to employee insurance benefits, including health, dental, life, dental, vision, short-term disability, employee assistance programs, flexible spending accounts and health savings accounts.
• The consultant will assist in the resolution of claim problems or service complaints which arise from the school district’s employee benefits program.
• Provide advice on forms, administrative procedures and other details with the administration of the employee benefits program.
• Review and analyze premium rates and policy contracts provided by insurance carriers and other benefit providers to ensure the rates, contracts or any amendments are in order.
• Assist in the review and evaluation of all employee benefit proposals received including entering into discussions, obtaining any required clarifications and requesting best and final offers in cooperation with the school district’s procurement specialist and in accordance with applicable state procurement regulations.
• Counsel and advise the school district regarding the specific set of benefit offerings which will accomplish the goals of the school district’s employee benefits program including funding and contribution strategies.
• As required, recommend creative approaches to implement new benefit programs with analyses of their short and long-term impact.
• The employee benefits consulting company will analyze the master contract presented by the insurance provider to ensure that the contract complies with the solicitation award. The consultant will assist in the preparation and design of the open enrollment information and any other required benefits communications.
• The consultant will establish procedures to check claim ratios and provide any employee benefits reporting as requested by the school district.
• Assist the school district’s human resources staff in resolving any carrier service issues.
