The vendor is required to a consultant to provide fixed route, deviated fixed route, and rail scheduling services.
- Timetabling, vehicle blocking, and stop or station adjustments
• Booking creation
o The consultant will create the booking for each upcoming service change in HASTUS.
• Calendaring and events
o The consultant will create the calendar and events based off district holiday schedule and the school calendars provided by district service planning staff.
• Runtime development
o The consultant will use district HASTUS ATP module, district swiftly dashboard, or another approved process in developing runtimes for weekday and weekend trips.
o The consultant will be able to estimate accurate runtimes for new or changed service.
• Rail scheduling
o Upon direction from district, the consultant will use railroad timetables to develop runtimes and meets for coaster and sprinter.
• Trip adjustments
o The consultant will create new trips or modify existing trips based on district staff direction.
▪ Consultant shall adhere to fleet limitations, where applicable, including range limitations when scheduling zero-emission buses.
o The consultant will ensure multi-modal connections are made with breeze, flex, sprinter, coaster and other services.
• Bus stop adjustments
o Consultant shall create or modify bus stops in HASTUS.
• Weekday and weekend vehicle blocking
o The consultant will create vehicle blocking schedules that incorporate guidance and feedback from district staff.
• Quality assurance and quality control of schedules for exports
o Consultant shall validate that each schedule includes: complete trip ids, correct block assignments, stop-level arrival and departure times, proper layover times, and adherence to fleet constraints (e.g., Zeb ranges).

o While working through each task, the consultant shall provide assumptions and notation of changes to district for review and approval.
o The completion of each task, the consultant shall provide the output to district for review. - Run cutting and rostering
• Create crew assignments
o The consultant will incorporate collective bargaining rules along with feedback from district and operations staff to create crew assignments.

- Exports and process improvements
• Upon completion of task 1 and task 2, generate all required exports to support district bid processes.
o District will provide documentation on each of the below interfaces. at a minimum, the consultant shall generate the required exports in the appropriate format needed:
▪ CONDUENT AVL
▪ General transit feed specification (GTFS)
▪ Init, Dilax, and Conduent APC schedules
▪ Init farebox systems
▪ Public timetable exports
▪ Other HASTUS exports as requested by district
• Consultant shall evaluate opportunities to streamline export workflows and provide documentation of proposed improvements.
• Consultant shall assist in implementing any process change approved by district.
- As-needed schedule scenario planning
1. Schedule scenarios
• Upon direction from district, the consultant will evaluate different scheduling scenarios.
• Exact scenarios shall be determined by district at a later date, but may include concepts to reduce interlining, improve connections, or make necessary modifications to work assignments.
• Scenario analyses shall be documented in a memo format and include a comparative matrix of operational metrics.
• Consultant shall present results in a review meeting with district staff and respond to questions in writing.
• Standard statistics evaluated in each scenario shall include, but not be limited to, number of vehicles required, revenue hours, total hours, spread time, split time, and other work composition metrics.
2. Network scenarios
• District is planning to conduct a bus network redesign (BNR) beginning in late 2025 subject to grant funding.
• The BNR will produce several network scenarios that restructure district bus services.
• Upon direction from district, the consultant will support district by developing these networks to support district assessment of network feasibility and impact to operational resources.
• The deliverable will be a summary of the networks evaluated and assessment of scheduling challenges and opportunities based on industry best practices.
