The Vendor is required to provide environmental consulting services on an as-needed basis.

- Necessary expertise and requirements
1. History evaluation
• Provide documentation and report preparation for historical and cultural resources
• Expertise with the preparation of studies pertaining to historic resources
• Working knowledge of section 106 of national historic preservation act (NHPA) and the state historic places act
• Demonstrated experience working with the state historic preservation office (SHPO) on transportation projects
2. Wetland and section 404 permitting services
• Demonstrate expertise with conducting wetland delineations, FACWET analysis, preparing wetland findings, and designing and implementing wetland mitigation plans in accordance with, FHWA, and agency practices and policies
• Demonstrate the ability to prepare army nationwide and individual 404 permits for civil projects
• Coordinate wetland and section 404 issues throughout design and construction
• Develop and review annual monitoring reports for section 404 permits and make recommendations for remediation and implementation requirements, if needed
3. Wildlife and threatened and endangered species (TES) evaluation
• Knowledge of wildlife biology and applicable federal and state regulations (e.g. migratory bird treaty act)
• Provide nesting survey and nest removals per the federal and state regulations (migratory bird treaty act)
• Knowledge of the endangered species act (TES) and state of sensitive species
• Experience with conducting wildlife field surveys and preparing section 7 evaluations for submittal to the fish and wildlife service (USF&W)
• Expertise with biological assessments and biological opinions
• Provide prairie dog management services in accordance with most recent agency impacted black tailed prairie dog policy guidelines for extermination and relocation
• Provide beaver management services in accordance with industry standards and guidelines for the extermination and relocation
• Familiarity with the specific requirements and policies of the federal management agencies concerning TES and sensitive species
• Experience and familiarity with current practices and methodologies for development of conservation banks
• Knowledge with wildlife crossing structures for roadways, both aquatic and land crossings
4. NEPA expertise
• Familiarity with NEPA-related services through assessment of proposed project effects on natural, social, historic and cultural resources
• Experience with NEPA document preparation
• Provide environmental document review
• Experience with preparation of administrative records
5. vibration and noise analysis and modeling
• demonstrated familiarity with CDOT and FHWA noise program
• ability to conduct noise studies and analysis for roadway projects following noise guidelines
6. Lighting analysis and modeling
• Ability to analyze and model site lighting following zoning resolution section 12
7. Air quality and conformity
• Ability to qualitatively assess air quality for transportation related studies, reports and documents
8. Water quality
• Demonstrated ability to develop and provide technical review of management plans (SWMP's)
• Knowledge of ms4 requirements
• Ability to evaluate and coordinate mitigation efforts to protect water quality during project design and construction with local watershed authorities
9. Hazardous waste
• Ability to conduct initial site assessments (ISA)
• Ability to conduct limited and full phase i environmental assessment
• Ability to conduct phase ii site investigations (sis)
• Ability to conduct asbestos and lead-based-paint surveys
• Knowledge of ASTM standards
• Knowledge of underground storage tank (UST) closure regulations
• Knowledge of historic mining, heavy metals remediation and superfund
• Ability to develop environmental health and safety material management plans
10. Construction inspection
• Ability to inspect projects during construction for compliance with applicable environmental permits
• Ability to provide post construction inspection and environmental reports to ensure compliance with environmental permits
11. Public and internal meetings
• Attend and aid at meetings, both public and internal
• Prepare materials including spreadsheets, design drawings and graphics, PowerPoint presentations, booklets, annual reports and meeting minutes
• Developing and UTILIZING GIS capabilities to present environmental data through maps, cad drawing and modeling
• Coordinating and consulting with various local, state, and federal agencies to determine needs for site investigations, surveys, reports, and permits and monitoring of proposed project activities that will assure regulatory compliance.
