Consulting Services

The vendor is required to provide consulting municipal wastewater treatment plants to supply design and other professional services for the rehabilitation of the thickening tank and grit removal system and installation of a feed grinder at its water pollution control plant.

- Requirement
•    Review of background documentation;
•    Preliminary design;
•    Detailed design;
•    Agency approvals, including but not necessarily limited to, the ministry of environment, conservation and parks;
•    Tendering, including construction cost estimates;
•    SCADA system integration, upgrades and supply of a process control narrative;
•    Contract administration;
•    Commissioning, including updates to the operations and maintenance manual; and
•    Preparation of as-constructed drawings in AutoCAD format, including a process and instrumentation diagram (PID), completed to the town’s satisfaction.
- Condition assessment and rehabilitation strategy report
1. Thickening tank
•    The consultant to arrange for structural assessments including lidar scan within two (2) days of emptying by town operators, allow two (2) days for inspection. for this project, the consultant shall assume full replacement of the center unit. 
•    The consultant is expected to review 100% (where accessible and visible) of the tank’s substructure and its performance, signs of deterioration and possible future problems such as exposure of reinforcing steel and stress cracking. 
•    Assessment of the physical condition of the emptied tank and associated process equipment, including, but not limited to:
o    Structural components – walls, floor, weir, platform, walkway, support column, overflow weir 
o    Mechanical components – center unit with rake arms and scraper, drive, mud valve, baffles, scum hopper 
o    Determine the specific thickness of the overlay grout.
2. Grit removal system
•    The consultant to arrange for assessments to coincide with thickening tank inspections. for this project, the consultant shall assume full replacement of the auger system. 
•    The consultant is expected to review 100% (where accessible and visible) of the grit chamber’s substructure and its performance.
•    Assessment of the physical condition of the cleaned grit chamber and associated process equipment, including, but not limited to:
o    Structural components – walls, floor, pipes 
o    Mechanical components – piping, valves, pumps, blowers, electrical equipment, motor, cable
3. Digester feed grinder
•    Consideration for ease of access for future maintenance
•    Confirming fit and functionality
•    Power requirements.
