The vendor is required to provide health care policy and financing (HCPF) Medicaid consultant services on behalf of a cohort of six counties.
- The full lifecycle of this project, from planning through reporting and closeout.
- This includes project management, fiscal tracking, customized training for counties Medicaid managers, facilitation of regional collaboration, and development of sustainable processes to support ongoing rule implementation.
1. Grant and financial management:
• Track all county HCPF grant expenditures including staff time charged to HCPF grant in a detailed grant activity log.
• Ensure the grant activity log goes through appropriate internal reviews before submission to the funder.
• Verify accuracy and completeness of expenditures submitted under HCPF grants.
2. Medicaid program support:
• Coordinate documentation and processes required for implementation of new HCPF rules.
• Advise on workflow development for implementing new rules in each county.
• Evaluate new rule implementation impact and management.
3. Project coordination and stakeholder engagement:
• Meet regularly with DHS staff involved in the project including set training and coaching sessions with individual counties, individual managers and the cohort as a group.
• Establish deadlines and oversee progress to ensure timely completion of project milestones.
• Facilitate communication with counties and HCPF regarding new rules and expectations for implementation.
• Provide documentation for reporting requirements (if necessary).
4. Training and coaching:
• Develop and deliver a management training and coaching program tailored for Medicaid managers in each grant-funded county in the cohort, and the regional cohort as a whole.
• Provide individualized coaching to DHS leadership to support the implementation of new Medicaid rules for state fiscal year 2025–2026.
5.Continuity and sustainability planning:
• Create a continuity plan for the regional cohort to maintain collaboration after the grant period.
• Outline how counties can continue implementing and adapting to HCPF rules beyond the fiscal year.
6. Location of work:
• The consultant will be expected to perform services virtually except for scheduled cohort meetings that will be in-person and some in-person training and coaching secessions.
