The Vendor is required to provide a senior analyst specialized in project management, to provide expertise and guidance to deliver specific, measurable outcomes to support process optimization and operational excellence within the university’s project management office (PMO).
- Stakeholder Engagement and Process Mapping:
• Systematic engagement with all relevant stakeholders through interviews, focus groups, and workshops to gather in-depth insights into current processes.
• The proponent will document and visually map out existing workflows, identifying roles, responsibilities, and pain points.
• The deliverable includes comprehensive process maps and a summary of stakeholder input.
- Current State Analysis and Assessment Report:
• Through analysis of the mapped processes to identify inefficiencies, bottlenecks, redundancies, and compliance gaps.
• The proponent will prepare a detailed assessment report that outlines current challenges, root causes, and potential areas for improvement, supported by data and stakeholder feedback.
• The proponent will provide a drafted report detailing the framework for the organized / prioritized implementation of changes, and the impact of these changes.
- Engagement and Data Collection:
• Engagement plan: document outlining roles, responsibilities, and timelines for proponent involvement.
• Data collection plan: methodology for gathering objective, relevant data on the identified issue.
• Data collection report: Compiled and validated data set for analysis.
- Issue Analysis:
• Analysis report: detailed findings, including root cause analysis, impact assessment, and alignment with the overall framework.
• Process mapping: visual representation of a comparison of the current and proposed processes, highlighting gaps and improvement opportunities.
- Implementation and Tracking:
• Implementation plan: steps, timelines, and responsibilities for deploying process changes.
• Effectiveness metrics and dashboard: key performance indicators (KPIS) and regular reporting on the impact of improvements.
• Periodic review reports: scheduled assessments (i.e.: 30/60/90 days post-implementation) with recommendations for further action if needed.
- The senior analyst:
• Universally use and apply lean thinking, tools and techniques.
• Act professionally and respectfully at all times.
• Understand that people are at the heart of all processes.
• Analyze and map current business processes within designated units to identify inefficiencies, bottlenecks and opportunities for improvement utilizing lean methodologies.
• Facilitate stakeholder engagement sessions, interviews, and workshops to gather requirements and validate findings.
• Develop and document optimized process workflows, including detailed value stream maps, use cases, and supporting documentation.
• Prepare and deliver a comprehensive process improvement report as required and as determined by the university, including prioritized recommendations, implementation plans, and measurable success criteria.
• Support the implementation of approved process changes, including training materials, user guides, and change management support for affected teams.
• Establish and track process performance metrics to evaluate the impact of implemented improvements, providing regular progress updates to PMO leadership.
• Collaborate openly with cross-functional teams to ensure alignment with institutional policies, compliance requirements, and strategic objectives.
• Applying and testing continuous improvements, independently by managing project, if required.
