The vendor is required to provide consulting organization with deep expertise in designing and implementing two-way dual language (TWDL) programs in urban public-school contexts.
- This need and gap in district programming, providing high-quality, research-based programming and language development for Heritage Spanish, multilingual learners and English only students.
- Spanish Curriculum Review and Selection
• Identify and evaluate high-quality, research-aligned Spanish language arts and content curricula (PK–5), aligned with Standards.
• Ensure recommendations support parity and articulation between Spanish and English curricula.
• Facilitate engagement with school leaders, District curriculum teams and families (parents and students) to support curriculum decision-makers to guide the selection process.
• Support District leaders with presenting the curriculum selection and supporting rationale to the APS Board of Education for approval
- Language Allocation Guidelines
• Co-develop school-wide and grade-level language allocation guidance that aligns with aps’s 90/10 to 50/50 TWDL model and current curriculum that offers parity of english and Spanish resources.
• Support stakeholder understanding of language allocation rationale and implications for instructional planning, staffing, and scheduling.
• Codify language allocation guidelines to support curriculum adoption
• Align with national best practices for TWDL, in alignment with aps strategic priorities, and the 3 pillars of dual language (bilingualism and biliteracy, high academic achievement in both languages, and sociocultural competency and critical consciousness).
- Professional Development and Capacity Building
• Design and deliver district- and school-based professional learning sessions (minimum of three), focused on:
o TWDL model design and rationale
o Instructional strategies for biliteracy development
o Cross-linguistic transfer and culturally sustaining pedagogy
• Support School Leader professional learning for capacity building.
• Provide scope and sequence and content for sustaining job-embedded coaching and leadership development.
