The vendor is required to provide consulting services strategic transportation plan (STP) will identify multi-modal strategies and policies to guide decision-making and optimize transportation networks in order to provide transportation choices and improve network reliability for people that live, work, and play in the district.
1. Launch
• Hold internal kick-off meeting to clarify expectations, roles, and objectives.
• Develop a data collection plan and gather relevant background information and data, including land use patterns, growth projections and transportation data.
• Develop a communications and engagement strategy
2. Explore
• Prepare materials and complete the first round of community engagement, summarizing findings in an engagement summary report
• Create community profile to understand demographic, land use, infrastructure, and other patterns that influence travel behavior over time.
• Review supportive programs and policies for all modes of transportation.
• Conduct existing conditions assessment for the current transportation network, analyzing travel patterns and safety data to identify hot spots, gaps, and potential issues.
• Develop a district specific travel demand model that reflects all modes of transportation.
• Initiate scenario planning to understand the potential opportunities and challenges created by potential future regional infrastructure investments (such as the widening of highway 1 and rapid transit improvements) and different development patterns.
• Synthesize findings in an existing and future base conditions technical report.
• This report will inform you of the existing conditions chapter of the STP.
3. Strategize
• Create network maps that identify primary corridors for long-term driving, transit, walking, and cycling networks in the district.
• If possible and appropriate, the successful proponent should expedite development of an updated road classification map in earlier phases that outline the role and function of different roads (i.e., local, collector or arterial), including identifying new roads and reclassifying existing roads, where required.
• Research the best practices and emerging trends that could be adapted to the district context.
• Develop supporting policies for each mode of transportation.
• Prepare materials and complete third round of community engagement, summarizing findings in an engagement summary report
• Synthesize findings in a strategies and policies technical report.
• This report will inform the strategies chapter of the STP.
4. Prioritize
• Complete scenario planning exercise to understand how regional infrastructure investments and different development patterns could impact travel patterns and contribute toward the district’s goals and objectives
• Develop a monitoring plan with key performance indicators (KPIs).
• Synthesize findings in an implementation technical memo.
• This memo will inform the implementation chapter of the STP.
5. Finalize
• Prepare a complete draft of the strategic transportation plan for internal review and comment.
• finalize the strategic transportation plan for council endorsement.
