The vendor is required to provide professional land consultants to provide services with respect to the acquisition, administration, management and disposal of municipal property interests.
- The land consultant also provides negotiation and appraisal services, prepares, and participates in the execution of legal agreements and documentation for the transfer and acquisition of county interests including fee simple, rights of way, leases, easements, and licenses.
- The land consultant may liaison with the public, other county departments, external agencies, and other municipalities, to administer the county’s land base and road system.
- The county undertakes infrastructure and utility projects that may require acquisition of private land interests, including but not limited to:
• Road widening, bridge replacements and transportation improvements
• Utility installations (water, wastewater, storm water)
• Drainage improvements
• Temporary construction access and workspace agreements
- Services include:
• Participate in the acquisition, disposition, and land management of real property interests through negotiation or approved statutory takings for municipal purposes.
• This may include road closures, re-zoning, subdivision, and registration / discharge of documents with land titles.
• Prepare legal agreements and contracts; track projects, prepare reports and liaise with stakeholders.
• Participate in the coordination of road closures and disposition of public lands.
• Assist county staff with complaints and inquiries from ratepayers and external agencies regarding
• County property and easements.
• Assist the county with leases including leased properties and associated records by assembling, maintaining, and updating these documents.
• Conduct real estate valuations of land for proposed land purchases and disturbance payments or obtain outside valuations as the circumstances require.
• Ensure adherence to all applicable county policies and bylaws.
• Engage with landowners and stakeholders regarding county projects to facilitate signing of access agreements, construction agreements and right-of-way acquisition agreements.
• Conduct market valuations for crop loss and disturbance payments, and complete caveat registration and discharges.
• File and organize all documents into their respective folders on the county’s network.
