The vendor is required to provide retail pop-up space will be utilized by program-eligible business owners, including microenterprises, entrepreneurs, artists, and makers.
• The consultant will lease one storefront, which is agreed upon by the city and the consultant, for a term of up to 4 months.
• Access to the space prior to the opening of the store will allow the consultant to design, build out, and furnish the space in a manner that is aesthetically appealing and can accommodate a variety of business ventures.
• The space shall be at the city’s discretion and be subject to the city’s completion of an environmental review in accordance with development requirements.
• The consultant will facilitate an application process and curate the participating small businesses.
• The consultant will host a webpage to gather program applications.
• The consultant will share the applications with the city and discuss with the city representatives the applicants that fit the role and meet program eligibility requirements.
• The consultant will select, and with the city’s final approval, manage up to three small businesses in the retail location.
• The consultant will comply with the eligibility criteria set by the city per the community development block grant guidelines.
• The consultant will assist approved applicants in designing and conceptualizing a vibrant and productive retail model.
• Provide training materials and educational resources to the selected applicants to prepare them to open the pop-up store and grow their business.
• Resources should include a comprehensive course or guide to launching and running a successful pop-up and potentially scaling business successfully to support a permanent brick and mortar establishment.
• Resources on retail marketing including digital marketing, social media marketing, and how to advertise a business should also be covered.
• The consultant will be on-call and available to the participating business owners to resolve any issues or challenges that may arise for the duration of the pop-up experience.
• The consultant will market the pop-up store through online channels: email newsletters, websites, advertisements, and social media platforms.
• The consultant will coordinate influencer visits and social media campaigns to amplify the store’s local reach.
• The consultant will communicate progress and outcomes with the office of planning, development, and sustainability for the duration of the pop-up experience.
• The consultant will work closely with the city to facilitate permanent opportunities for participating businesses, as appropriate.
• The work shall commence on or around September 10, 2025, this is a one (1) year contract, with two (2) optional one (1) year extensions, at the city’s discretion.
