The vendor is required to provide comprehensive consulting support services for the county’s job order contracting (JOC) program.
- Unit price book (UPB):
• Propose to develop UPBs and supporting software to be owned by the county
• Propose proprietary UPBs and any related software, and
• The use of UPBs from a third-party source, or any combination of the above options.
- The necessary design and construction tasks to be contained in each UPB based on the construction specifications institute (CSI) descriptions corresponding to each county JOC contract.
- A task description, the unit of measurement, and the applicable unit price. all unit prices shall reflect local prevailing wage rates.
- Information management system and related software:
• Provide the county with access to a comprehensive, internet-based JOC management information and support system (“JOC system”) to enable users to efficiently track each phase of a JOC contract and task order from inception to completion.
• The JOC system shall allow individual users to issue job orders based upon pre-priced items of work through an online task order catalog and specifications developed by the selected offeror.
• The catalog and specifications shall be electronic and shall support automated search and selection functionality.
• The JOC system shall provide full construction project tracking, including:
o Development of cost proposals,
o Project scheduling,
o Budgeting and cost control,
o Report generation, and
o Project performance evaluations
• The JOC system shall provide electronic reporting features accessible by the county.
• Reports shall be customizable for each JOC contract and downloadable in multiple formats, including excel, word, and portable document format (PDF).
• The JOC system shall be customized to the specific needs of the county and be capable of incorporating any county-created forms and documentation.
- Job order development and procurement support:
• Collaborating with designated county staff and authorized user representatives to determine the types of work appropriate for job order contracting, in accordance with the limitations outlined in the contract terms and conditions.
• Identifying the specific needs and requirements to be addressed by the general design guidelines.
• Developing general design guidelines that are consistent with the identified needs and requirements expressed by county personnel and authorized users.
• The general design guidelines shall clearly correspond with the UPB and individual construction tasks contained in the JOC contracts.
