The vendor is required to provide permanent supportive housing (PSH) consulting services to program development, strategic guidance, and implementation support for the county’s PSH initiatives aimed at reducing homelessness and supporting adults with serious mental illness (SMI) in state.
- Office is committed to expanding access to affordable housing and supportive services for adults experiencing homelessness or at risk of homelessness who have serious mental illness (SMI) diagnosis in state.
- Capital funding will be used for development projects, structured where a provider would manage units, of appropriate low-income housing for the population.
- Projects must:
• Be ready for occupancy on or before December 31, 2028.
• Produce 0br, 1br and 2br affordable rental units for use as PSH;
• Does not have a disability set-aside or preference in more than twenty-five (25%) of total units;
• Offer a PSH leasing preference up to ten percent (10%) of units in the project for households in which the head has a SMI.
o PSH leasing preference is separate from leasing preference requirements for other financing sources (e.g., a unit cannot meet multiple preferences),
o Income limits for leasing preference units cannot exceed fifty percent (50%) of the area median income (AMI),
o Rent limits for leasing preference units cannot exceed sixty (60%) AMIs
o Leasing preference applies for the entire affordability period.
