Energy Management Consulting Services

The vendor is required to provide energy management consulting services roster is to develop a comprehensive list of services that encompasses a range of services.
1. Energy audits and assessments
•    Level 1 audit (walk-through analysis): this is a preliminary audit that involves a high-level review of the facility's energy consumption:
o    Conduct a walk-through of the facility to identify obvious areas of energy inefficiency. 
o    Interviews with key operations personnel to gather insights. 
o    Review of utility bills and other operational data.
•    Level 2 audit (energy survey and analysis) 
o    Perform a detailed breakdown of energy consumption by end-use. 
o    Analysis of utility rates and potential savings. 
o    Interviews with building personnel to identify operational characteristics and potential issues.
•    Level 3 audit (detailed analysis of capital-intensive modifications)
o    In-depth analysis of energy systems and potential energy efficiency improvements. 
o    Financial analysis, including cost-benefit analysis and return on investment (ROI) calculations. 
o    Development of a detailed implementation plan for recommended measures, including considerations to support financing options or performance-based contracting models.
2. Benchmarking and utility data management
•    Use tools such as ret screen, energy star portfolio manager, or custom dashboards to benchmark performance. 
•    Collect and analyze utility data (e.g., electricity, water) from client facilities. 
•    Compare energy intensity, consumption trends, and cost data against relevant baselines (e.g., historical performance, institutional peers, national standards). 
•    Identify areas of underperformance and improvement opportunities for savings.
3. Strategic energy management planning (SEMP)
•    Comprehensive strategic energy management plan (SEMP). 
•    Prioritized projects list with timelines and budgets. 
•    Align SEMP with institutional goals and existing capital and operational planning. 
•    Facilitate establishment of energy management governance structures and ongoing engagement. 
•    Develop monitoring and reporting frameworks aligned with institutional KPIs
4. Sustainability compliance and funding support
•    Procurement support
o    Provide advisory support and review for development related to energy retrofits, energy service companies (ESCOS), or renewable projects. 
o    Conduct lifecycle cost analyses. 
o    Support the development of performance-based contract language.
•    Implementation support
o    Review technical components (HVAC, lighting, control systems). 
o    Oversee commissioning and measurement & verification (M&V) of projects
5. Decarbonization and clean energy planning
•    Develop a comprehensive strategic energy management plan (SEMP). 
•    Identify and prioritize energy efficiency projects, including timelines and budgets. 
•    Align SEMP with institutional goals, policies, and capital and operational plans. 
•    Establish energy management governance structures and processes for ongoing engagement. 
•    Develop monitoring and reporting frameworks aligned with institutional KPIS. 
•    Provide guidance on measurement, verification, and continuous improvement of energy initiatives.
6. Project execution oversight and delivery support (project management)
•    Project mobilization 
o    Coordinate schedules between project stakeholders to align timelines and resource availability. 
o    Establish communication protocols and reporting templates for progress tracking.
•    Implementation oversight 
o    Monitor vendor activities to ensure adherence to approved designs, specifications, and safety requirements. 
o    Participate in site meetings, document progress, and escalate issues requiring institutional decisions.
o    Support resolution of technical or scheduling issues in coordination with institutional representatives.
•    Quality assurance and commissioning 
o    Review inspection reports and commissioning documentation provided by vendors or contractors. 
o    Verify that installed systems meet operational and performance criteria before acceptance. 
o    Post-installation performance verification. 
o    Apply measurement and verification (M&V) methods to confirm energy savings, GHG reductions, and ROI targets have been achieved. 
o    Provide a post-project performance report, including recommendations for optimization and lessons learned.
