The vendor is required to provide lobbying and consulting services for include:
• Close collaboration with agency leadership to develop and implement legislative strategies for upcoming state legislative sessions
• Verbal, written and in person consultation with agency leadership, stakeholders and the board members on political and policy matters impacting agency strategic goals, budget and policy priorities 2
• Advocacy for agency policy positions with state elected and appointed officials to develop support for agency objectives, during and outside of the state legislative session
• Maintenance of a strong presence for agency at the capitol and in legislative districts during and outside the legislative session
• Consistent monitoring of political and policy agenda issues, intelligence-gathering and on-call availability
• Continued road mapping of legislative targets for agency and facilitating legislator and regulatory meetings with agency leadership throughout session and during the interim
• Strategic advice on political and policy matters of interest to agency including developing strategic messaging and talking points
• State legislative and regulatory testimony assistance
• Close coordination with agency jurisdictional partner delegations involved in mutual interests
• Ongoing reports summarizing the consultant's work on behalf of agency as well as status reports during the legislative session and written status reports on non- session activities upon request and based on activity
• Compliance with all state laws and regulations, including but not limited to lobbyist registration and related filings.
