The vendor is required to provide case management system options to assist with managing their caseload and to carry out the day-to-day duties of the tax court, including e-filing.
- The tax court's mission is to provide timely and equitable disposition of two types of tax cases:
• Appeals of tax orders issued by the state commissioner of revenue;
• Petitions concerning property tax valuation, classification, equalization, and/or exemptions.
- The tax court handles approximately 3,000 property tax cases.
- System users
• Both internal tax court staff and agency staff will need to access the CMS.
• E-filing and e-service is a separate system from the CMS; filings uploaded into the e-filing/e-service system may be integrated into the CMS if the tax court accepts the filings; the e-filing/e-service system will be accessed by external users, which consists of attorneys and pro se litigants.
- Migration
• Part of the implementation process will include migrating approximately 30,000 cases into the new CMS; these cases date back to 2015 and individual docket entries contain documentation.
- Hosting environment
• While the state’s preference is to host tax court data in azure government cloud, the state is interested in understanding responder’s approach to cloud hosting and any anticipated cloud costs.
