RFP Description

The vendor is required to provide consultant services to plan, design, and develop a comprehensive public land trust information system (PLTIS).
1. Project management
• Plan and coordinate with the state’s project team.
• Provide minutes for all project meetings.
• Create a project schedule to establish milestones, to track progress, and to help ensure that deadlines are met.
• Establish an issue management process, to allow the state’s project team to view existing issues and to report new issues.
• Provide weekly status updates via email or meetings as requested.
2. Requirements gathering
a. Conduct information gathering meetings with various federal, state, and county departments and agencies and, if applicable, private entities regarding:
• Generating an inventory of all relevant data sources across all agencies.
• An estimate of the number of relevant parcels managed by each agency for the purposes of this project.
• The applications to manage this information
• User interface specifications including but not limited to: menu systems, design goals (such as color and imagery), and mobile device usage
• Determine what database elements, structures, and functionality should be maintained, upgraded, rewritten, etc.
• Identify integration and migration requirements.
b. Identify and analyze the needs and processes required for the new system to improve on existing functionality, performance, capabilities, design, and user interfaces
• Identify issues with agency participation and submission of data.
• Identify issues with gathering and importing data into the system.
• Identify issues with data standardization and any required data transformation.
c. Analyze the act 178 reporting process.
d. The goal is to have each agency upload a data file of land inventory and revenue figures into the system on an annual basis, resulting in a compiled report ready to transmit to the legislature.
e. Conduct additional meetings, interviews, and surveys as necessary.
f. Develop a comprehensive requirements document. the document shall include, but may not be limited to the following:
• Required data elements and fields.
• Functional requirements.
• data entry and data maintenance requirements.
• Reporting requirements.
• GIS requirements.
• Server requirements.
• Hosting requirements.
• Database requirements.
• Security requirements.
• Auditing requirements.
• Integration and data migration requirements.  
g. Conduct walkthroughs and obtain sign-offs from each department identified in the information gathering phase to indicate review and approval of the requirements.
