RFP Description

The vendor is required to provide an emergency medical service billing software solution that will allow the city to successfully invoice and collect payment on medical claims billed by the department.
- The software will be required to be able to bill emergency medical services (EMS) and non-EMS calls.
- This software must be able to perform the associated functions to allow in-house staff to coordinate and successfully manage/complete ambulance/medical billing and collection services.
- A solution that has the ability to:
• Accurately capture patient demographics, medical codes, and transport details;
• Generate compliant claims;
• Offers robust reporting capabilities and customer support; and
• Integrates seamlessly with image trend elite, which is the city’s electronic patient care reporting software (ePCR).
- The solution must adhere to relevant healthcare regulations and billing standards.
- The solution shall also include an integrated clearinghouse function with the software or a list of clearinghouses that integrate with the solution as well as the associated costs.
- Solution shall include off-site backups and a restoration/recovery process to restore the solution and data in the event of a system crash or failure.
- The system and application provide security controls and mechanisms to prevent unauthorized individuals from accessing, editing, or modifying data.
- Must have an internal security risk management program that establishes and documents mitigating controls to address cyber threats, which includes having established policy, procedures, appropriate data handling, and employee acceptable use guidelines and training.
- The application provides the ability to define custom role-based security levels and custom user groups with varying security levels for crud (create, read, update, and delete) interactions with the solution.
- Solution shall assign unique patient account numbers and provide cross-reference to the city’s assigned transport/incident numbers.
• Solution should be able to operate concurrently on multiple windows on the same pc or device; at a minimum, users should be able to access multiple patient accounts at the same time.
• Solution should allow for multiple concurrent users.
• Users shall have unique user accounts; no shared accounts.
