RFP Description

The vendor is required to provide that integrated public safety system since 1997 to provide computer aided dispatch (CAD) and CAD mobile services for the county’s citizens.
- Proposals are being sought through this RFP for a project that includes the acquisition of:
• Call taker capabilities (i.e., event initiation and processing, event updates, address validation, processing duplicate calls for service, event priorities)
• Police dispatch capabilities (i.e., dispatch decision support, EPD, bolo, dispatch units, unit status management, call management, supplemental resources tracking, call disposition)
• Fire dispatch capabilities
• Emergency medical/fire dispatch capabilities
• Administration capabilities (i.e., geo-file maintenance, security, logging, configuration, table maintenance, communication center relocation, cad catch-up)
• Reports management capabilities (i.e., report entry/edit/approval, report indexing, database inquiry, agency reporting (NIBRS), management reporting, incident reporting, racial profile reporting, payments and accounts, productivity reports)
• Mobile citation capabilities (i.e., electronic field ticketing, driver’s license swipe, management reporting, demographics and trends)
• Crime analysis capabilities (i.e., statistical data, traffic summary, arrests, master name index, GIS mapping, crime patterns, criminal history)
• Case management capabilities (i.e., case initiation, document management, reports management, master name merging, NIBRS reporting, warrants, electronic ticketing, scheduling and calendar)
• Interfaces to certain key systems
• Business analysis,
• Project management,
• System integration services
• Any software customization to meet specifications,
• Data migration,
• Testing,
• Training and
• Ongoing maintenance.
- The objectives of this deployment include:
• Obtain integrated CAD/LRMS, integrated mobile and integration of cad with fire records management systems (FRMS) that will support the county’s projected population growth and evolving needs
• Provide an open, flexible, reliable technology base for the future
• Long-term partnership with a forward-looking vendor that constantly incorporates proven technology and that supports the county’s strategic goal of achieving seamless multi-agency functionality
• Functional ESRI-based GIS map for cad, mobile, law records management system (LRMS), and FRMS
• Efficient incident dispatching with improved real-time mapping and GPS tracking and navigation
• Real-time situational awareness with automated incident updates, live location tracking and mapping
• Improved reporting through seamless systems integration, incident reporting, and analytics
• Improve crime analysis and crime resolution using integrated GIS mapping, internal and external databases and modern data mining tools
• Information sharing and interoperability with surrounding emergency response agencies
• Have a fully integrated electronic document management system with audit trail for file scanning, storage, electronic forms processing, and workflow
• Ability to rapidly recover the cad/LRMS/mobile system from a critical event
• Improve officers, fire-rescue and citizen safety
• Enhance the ability and effectiveness of staff to perform their jobs
• Increase work process efficiency
• Provide high levels of data security
• Ease of data retrieval and use
• Improve data quality & timeliness
• A system that is highly recommended and has other user groups in the state
• It would also be an advantage to go with a company that has accessible and knowledgeable customer support.
- The county requires proposals with the following project elements:
• Process analysis and redesign in the context of the offered system
• Server hardware and software setup, if required, to include the operating system
• Application software to include:
a. CAD system
b. LRMS system
c. Mobile system
• Software implementation
• Mapping system integration
• Data migration
• Internal and external system interfaces
• Comprehensive system training
• Software maintenance & support
- These will be given a higher weight during the evaluation process and must be shown during the demonstration phase of the evaluation process
• Fully integrated computer aided dispatch, law records management, and field mobile functions with a preference for a single cad mobile and field-based reporting (FBR) application with automatic information flow between the two.
• Seamless integration of the FBR application and LRMS with state open portal solution (KYOPS)
• The system should provide seamless integration with county GIS data, ensuring accurate, up-to-date mapping functionality.
• Comprehensive address validation across all modules (cad, LRMS, and cad mobile) to ensure consistent addressing and enable access to complete address-associated event and incident histories
• Capability to maintain a historical record of trespassers associated with specific addresses
• Integration of the LRMS with the county jail rms (jail tracker) to automate the population of MNI data with mugshots and eliminate the reliance on a manual, paper-based inmate intake process
• Need cad mobile system that enhances communication with field units and provides real-time visibility of officers in the field to improve coordination and operational efficiency
• Need ability for supervisors and patrol to monitor the status and notes associated with a call, with continuous updates and refreshed information, without being directly added to the call
• Need system that supports implementation of AVL and closest unit dispatching
• Ensure concurrent operation of the CAD/LRMS system so performance will not be degraded due to a single service request or transaction
• Fully integrated digital evidence management system with audit trail
• Comprehensive and highly effective statistical gathering, data analysis functions, and customizable reporting tools that are user friendly and easily manipulated to suit departmental needs
• Cleanup and migration of active case data from multiple databases
• Creation of an external database for legacy queries
• CAD function must be rapidly recoverable in the event of application failure.
