The vendor is required to provide implementation, development, ongoing support, and customization of a large-scale, complex forensic laboratory information management system (LIMS).
- A full-service forensic laboratory system offering analysis in the following disciplines: latent print and impressions, firearms and toolmarks, controlled dangerous substances (CDS), toxicology, biology, trace evidence, questioned documents and crime scene
- Provide all goods and services and meet all of the requirements requested in this solicitation and the successful offeror (the contractor) shall remain responsible for contract performance regardless of subcontractor participation in the work.
- The goal of this procurement is to obtain a new LIMS solution.
- The new LIMS solution needs to maximize the efficient and effective:
• Receipt of evidence,
• Transfer of the evidence,
• Analysis of evidence, and
• Dissemination of the forensic intelligence resulting from such analysis
- Provide a project manager (pm) who will be responsible for life cycle management of the project, from refining requirements to the testing, training and deployment of the solution.
- The state project manager will be responsible for all LIMS implementation, ensuring the project team is aware of risks and issues, maintaining project financials, managing project scope changes, and following the state’s SDLC process.

- These subject matter experts will be responsible for testing the LIMS and ensure that it meets or exceeds all required functionality, reporting, and workflow requirements.

- The state is responsible for providing required information, data, documentation, and test data to facilitate the contractor’s performance of the work.
- Systems include, but are not limited to, CODIS, NIBIN, and AFIS; the arrestee DNA database law automated data feed; and real-time data transfer from advanced technologies (e.g., dart) in support of investigatory and public health initiatives.
