RFP Description

The vendor is required to provide for the provision of learning assessment, strategic planning, and program review software.
- A comprehensive, user-friendly software solution that integrates classroom assessment, program assessment, and institutional assessment with strategic planning and program review processes.
- The software must support all components of the college’s integrated planning framework while seamlessly integrating with the college’s existing systems: student information system including compatibility with Ellucian banner “SAAS” cloud software, learning management system (canvas), and starfish.
- Key requirements
• Adaptability to PCC processes
o Software must adapt to existing institutional processes and workflows without requiring significant changes to current operations.
• Customizable planning structures
o flexibility to create plans with various types of criteria and fields, such as:
i. Populated drop-down menus (e.g., budget categories, emp goals).
ii. Limited character fields for open text entries.
iii. Fields for specific classifications
• User-friendly design
o Intuitive and streamlined interface following the 90-10 rule (90% of time spent on actual work, 10% on Software navigation).
o Intuitive workflows, approvals, tracking, and feedback processes for program review and annual plans.
• Integrated data and assessment tools
o Seamless integration of student learning outcomes (SLO) assessment data and sis/mis data into planning and review processes.
o Embedding of rubrics and assessment criteria within reviews and plans.
o Ability to provide reflection on assessment outcomes
• Reproduction and public access
o Effective tools for generating accessible pdfs and/or read-only webpages for public posting and distribution.
• Flexible planning and mapping
o Multiple ways to map and connect institutional planning structures or initiatives across all levels of planning workspaces.
o Ability to update or alter planning structures (e.g., updating emp goals) without needing to rebuild frameworks.
o Example: users can create plans with multiple tactics (action items) and map each tactic to relevant emp goals or strategies.
• Process integration
o Capability to embed program review recommendations into the annual plan structure to ensure continuity and follow-up within the planning process.
• Comprehensive analytics and reporting
o Robust reporting and analytics tools, including features for tracking strategic plan progress and disaggregating data by demographic variables.
• Customizable terminology
o Ability to customize terminology to align with the college’s vocabulary (e.g., goals, strategies, tactics, institutional priorities, evaluations, outcomes, measures).
• Seamless system integration
o Full integration with the college’s systems, including canvas, Ellucian banner, and starfish.
o Federation to microsoft Entra id single sign-on (SSO)
o Integrate with and consume data from Ellucian ethos
• Training and support
o On-site and virtual training for users with reliable, ongoing support.
• Implementation and migration
o Clear implementation timelines and authentication processes.
o Ability to migrate historical data, including assessments, strategic plans, and program reviews.
• Accessibility
o Compliance with section 508 and WCAG 2.0 aa standards.
• Security and maintenance
o Completed the higher education cloud vendor assessment toolkit (HECVAT)
o Reliable authentication, data ownership assurance, and disaster recovery protocols.
• Cost
o Fair and competitive pricing model aligned with the college’s budget.
