RFP Description

The Vendor is required to provide a comprehensive, integrated, and user-friendly local school accounting software that will provide a solution for cash basis accounting for receipts, disbursements, bank reconciliations, and financial reporting.
- The accounting software must have the capability to integrate with our online payment provider MyPaymentsPlus to allow for the automatic posting of online payments to their accounting system.
- The accounting software must have the capability to categorize all school expenses and disbursements for state reporting requirements.

- The web-based program must be compatible with Windows 11 or newer and OS X 10.6 or newer.

- The system shall be compliant with HIPAA, FERPA, SAE 16, ISAE 3402, and other relevant federal and state security standards.
- The system shall utilize a public key infrastructure (PKI) to create, manage, distribute, use, store, and revoke digital certificates and manage public-key encryption.
- Web applications shall function across different browsers.
- The system shall have a user interface that enables users with minimal technical training to complete core tasks without assistance. The system shall be flexible and grow with the District's needs and include real-time updates.
- The system must allow data exchange through an Application Programming Interface (API) or a Secure File Transfer Protocol (SFTP) server for integration with our online payment provider MyPaymentsPlus.
- The system must allow for the automatic posting of online payments to the specified school location and account codes to their accounting system.
- The system shall have the capability to establish access control with varying levels of data, reporting, and transactional authorization.
- The system must have the capability to attach and store electronic files (images, emails, documents, spreadsheets) and supporting documents at the transactional level.
- Back-up protocols must include, at a minimum, daily backups with retention of all data for six (6) months and the ability to restore/recover data from back-ups within 24 hours.
- The system shall meet redundancy requirements which must meet industry backup and recovery standards and must have a reliable and timely maintenance program.
- The system shall provide appropriate security measures to ensure the confidentiality, integrity, and accessibility of the data.
- The system shall provide for secure storage and transmission of data.
- The system shall utilize 256-bit encryption or higher to encrypt and decrypt data and/or files.
- The system shall authenticate all users using a username/password mechanism.
- The District prefers single-sign-on authentication using Azure AD.
