RFP Description

The vendor is required to provide for a victim notification system that provides information and notification specific to adult offenders held in county jail facilities.
- Requires data from an incarceration data base (IDB) (state participating agencies/jails /national data base) to determine medicaid eligibility based on incarceration status.
- Victim notification system (VNS) requirements:
• Web-based portal: provide a secure web application in English and spanish languages serving as a comprehensive information, registration, and notification resource for crime victims, criminal justice professionals, advocates and the general public.
• Mobile design: the proposed solution shall use adaptive or responsive design so that the web-based public information, registration, and notification portal may be accessed and used from a mobile device
(i.e., smart phone, tablet) with same functionality provided in web-based service.
- Directs the user to different pathways of service that include resources specific to what the identified needs are such as: crisis services; emergency shelter; legal assistance; financial assistance; or housing assistance;
- Provides a searchable data base of resources and service providers as a separate function from the guided feature;
- Includes guided feature on both web-based and mobile app options;
- Service provider network includes:
• Information, description of services, and contact information provided by service agency; and
• Service provider network will prioritize local and state resources; and national organizations specific to victim focused resources.
- Emergency notification process includes:
• Solution must provide mechanism to detect and track data flow disruptions from an agency/jail data interface and notify the responsible agency/jail and the state program manager when agency/jail facility is placed in outage or off-line status;
• Immediate notification to agency/jail of service outage, instructions for emergency notification process, and list of offenders specific to that agency with active registrations;
• Mechanism to manually override an offender’s custody status directly within the administrative portal for the purpose of triggering delivery of notifications to users/victims of crime registered for that offender;
• Timely notice sent to all registrants of offenders, detained in agency/jail experiencing service outage, that includes scripting identifying that service is disabled for this agency and how to contact the agency for further information;
• A timely notice to the agency/jail that the service is restored; and
• A timely notice to all registrants of offenders detained in the agency/jail in outage that the service is restored and all features are functioning.
- Agency/jail accounts:
• State program manager/site administrator has administrative authority to create secure accounts for agency/jails and select appropriate access level for registered users;
• An account’s registered user shall be individual(s) employed by one of the participating agency/jails providing data for use in the proposed solution;
• An agency/jails registered user is provided the information to securely log-on to the portal with a secure link or other secure identifier, receives a prompt to create an agency specific password for their agency account, and if necessary can access a no administrative mechanism to recover forgotten passwords;
• Solution will provide multiple security access levels, restricting each registered user's rights, access authority, and privileges to apply to only the data supplied by the agency/jail, which the registered user represents;
• Registered users can search offender records specific to their agency/jail and update offender custody status;
- Content Management:
• Solution must provide a mechanism that provides administrative authority for the state program manager/site administrator to post state specific content including links and documents on the public portal (all platforms) for the automated victim notification system.
- Contract Period/Term: 3 years
