Enterprise Data System

The Vendor is required to provide for a secure, vendor-hosted case management software to operate as the enterprise data system.
- The system must be client-centric, configurable, and scalable to meet current and future operational, reporting, and compliance requirements.
- All local partnership users and 4K providers will utilize the data system daily to record client interactions for home visiting, parenting, and literacy programs such as Parents As Teachers, student attendance, and child and provider enrollments.
- State office 4K staff will utilize the data system daily to input student application data and enroll students in classrooms on a rolling basis.
- The system must be:
•    Client-Centric & Secure – Built around individual client records on a secure, vendor-hosted platform with full compliance to all applicable security and privacy standards.
•    Configurable, Intuitive, & Scalable – Highly configurable, user-friendly, and capable of evolving with program needs. Must support progress monitoring, growth analysis, and decision-making. Must also accommodate future variables and reporting changes to meet legislative, evaluation, and evidence-based model fidelity requirements.
•    Full Administrative Control with Auditability – First Steps data administrators must have on-demand, live configuration capabilities and administrative rights to create/modify forms, fields, and reports. All changes must be tracked with detailed audit trails.
- The number of concurrent users is approximately 200-400 at any given time, but this will vary depending on the functionality of the system and definition of user roles.
- The system should allow for the First Steps database system administrators to customize roles and permissions, allowing specific users to perform specific actions and/or access certain data points and workflows, as authorized.
- The system will be administered in-house, with the System Administrators having the capability to manage ongoing system needs (e.g., building forms, generating reports, adding data fields) and to review audit trails and usage.
