RFP Description

The Vendor is required to provide a long-term, sustainable platform capable of supporting the recreation program operations of both the authority.
- Establish a multi-year contract that ensures full life-cycle support, including hosting, software maintenance, updates, security enhancements, and ongoing technical assistance, through both the initial term and all renewal periods.
- The system must be SOC 2, HIPAA, and PCI DSS compliant for data protection and encryption.
- Both agencies currently use separate instances of the same web-based Recreation Management System that provides the following functionality:
•    Management of classes and events to allow on-line registration and attendance tracking
•    Management of schedules and reservations of picnic/shelters, campgrounds, school field trips, hourly reservations of some facilities like athletic courts, swim lanes etc.
•    Management of memberships in rec centers, fitness, water park, equestrian facility, etc.
•    Ticketing for daily events
•    Point of sale for inventory and non-inventory items at all facilities
•    Customer account management and communication
- The system must ensure the security of customer account data through means such as restricted access and encryption of PII and other sensitive data, masking of credit card account numbers, and strong security controls on account access.
- System must provide robust querying, reporting, and data extraction capabilities to ensure comprehensive access to all data fields. Specify whether this is available in each of the following modules.
•    Activity Permits
•    Registrations
•    Reservations
•    Memberships
•    Retail Sales
•    Tickets
•    Customer Accounts
- The system must be cloud-based or web-hosted.
- The system must store County data physically or logically separate from other client data. If county data is stored in the same database as other client data, adequate security controls must be in place to prevent access to county data by other clients. 
- The system must adopt a mobile-first design approach for the public interface, ensuring seamless access and usability across various devices.
- The system must allow export of data in multiple formats, including but not limited to Excel, Word, CSV, PDF, and Tab-delimited formats.
- The system must have the capability to integrate with county email systems and support communications from customer owned domains.
- The public interface of the system must be compatible with the latest versions of all popular web browsers and not require the installation of any plugins or other software.
