RFP Description

The Vendor is required to provide the lottery with an email marketing and campaign management solution, including implementation services and ongoing customer support.
- Provide to implement a more functional, robust, and advanced email platform that enables the Lottery to use email effectively and efficiently, while also evolving and optimizing this critical communication channel for increased productivity, better engagement, and more effective marketing campaigns to meet our strategic goal to become player focused and continue to improve the player experience.
- Email marketing and email communications additionally allow the Lottery to share valuable information with players such as winner news, player updates, responsible gaming tips, courier warnings, new game launches, promotions, and news about the Lottery’s mission and education beneficiaries.
- The product will need to have a data model that is sustainable, extensible, clean, and intuitive such that it meets current and future requirements for synchronizing data with or from the primary source while at the same time having it be flexible enough to bring in other data sources and either combining it, joining it, or isolating it from other data.
- Segmentation: ability to divide email list into smaller, more specific groups based on various criteria and behaviors, and tailor email content to the specific needs and preferences of different groups within an audience list.
- Automation: ability to automate email campaigns based on certain triggers or conditions.
- Email Rendering: ability to ensure that emails look and function as intended, regardless of the recipient's email client, device, or operating system. Rendering should either be native to the tool scaled to meet the Lottery’s needs, or allow the Lottery to link their current Litmus account for rendering services.
- Analytics: ability to provide insights into campaign performance.
- Integration Capabilities: ability to seamlessly integrate with other tools the Lottery already uses, including but not limited to, Application Programming Interfaces (APIs) and Secure File Transfer Protocol (SFTP).
- Scalability: ability to scale as our business grows, accommodating increased subscribers, email volume, and more advanced marketing tactics without compromising on performance.
- Customer List, Journeys, & Distribution
•    Leverage customer lists and customer journey data to support a variety of email methods including but not limited to blasts, batches, and automatically triggered activities
•    Provide tools to create and manage user lists for email targeting.
•    Assemble journeys / audience’s pathways for specific communication. Allows additional emails to be sent based on triggers or high value signals or actions in previous emails.
•    Automatically segment users and produce customer lists based on behaviors, historical patterns, and milestones.
•    Dynamically control messages sent to customers based on history of interaction with previous messages, ensuring that only the most relevant and high priority communications reach customers, based on individual historical trends and behaviors.
•    Adjust unengaged email or 'inactive' setting where a player may not be regularly opening emails but still interacts periodically.
•    Produce customized segment sample lists from larger lists using customer attributes and/or other data associated with the list.
•    Add dynamic logic elements within subject line.
•    Add dynamic logic elements (i.e. countdowns, jackpot alerts etc.) within content of email body.
•    Produce and deliver messages with dynamic content based on customer attributes and patterns of historical interaction.
•    Import external data.
•    Produce customer lists using imported data.
•    Produce and save customer lists to account for current and future storage needs.
•    Customize date ranges of data and or specific emails.
•    Produce customer journeys.
•    Edit, save and store customer journeys and workflows.
•    Leverage customer journey data to automate customer list creation for campaign activity.
•    Generate report of exceptions and errors when uploading and/or importing data for the creation of new lists.
•    Provide meaningful, plain-language error messages that allow users to make the necessary corrections without additional support or technical assistance.
•    Send and schedule emails.
•    Optimize performance with A/B and Multi-Variate Testing to fit the organizations unique needs and customer preferences.
•    Provide robust reporting capabilities around hard bounces, 'inactive', emails opened, etc.
•    Manage the time and day message are sent and delivered to users to promote maximum engagement.
•    Use time and date rules with customer attributes to ensure maximum effectiveness of messages.
- Customer Experience
•    Provide recipients with the ability to unsubscribe to emails within email messages.
•    Provide recipients with an interface to modify and update any communication preferences.
- Production and Rendering
•    Build and edit emails within platform.
•    Provide sufficient storage to account for current and future campaign asset storage needs.
•    Provide pre-built templates and the ability to create unlimited customizable templates as well as upload custom HyperText Markup Language (HTML) for new ones.
•    Integrate with the Lottery public website, mobile applications (iOS and Android), and social media accounts.
•    Produce multiple rendering previews within the product’s design workflow.
•    Support render previews for all devices and platforms within the product’s design workflow.
•    Allow end users to easily toggle through all rendering previews within the design workflow.
•    Include functionality to generate multilingual messages.
•    Allow dynamically modified content based on language preferences and customer data.
