RFP Description

The Vendor is required to provide community engagement platform (the “Solution”).
- Services required for implementation will include the initial setup and configuration, integrations, and training of the City’s identified users, as well as the migration of all projects and information from the City’s current platform to the new Solution.
- Provide a Solution which meets or exceeds the City’s requirements to assist the City in delivering a user-friendly, versatile, and engaging experience for both the public and internal City administrators
- provide the ongoing licensing, maintenance, and support services for the Solution
- The Solution, including all Mandatory Technical Specifications, shall be available Out-of-the-Box. While configuration may be necessary along with limited development for integrations, customized development for core functionalities shall not be required as the proposed Solution already exists in a fully working form.
- The Solution shall be fully web-based and hosted by the Supplier, including all data storage and traffic needs, and all related security, support, and maintenance.
- The Solution shall be accessible through all common end-user devices (including but not limited to; computers, tablets, and smartphones), while utilizing all Commonly Available Browser Interfaces (including but not limited to; Microsoft Edge, Google Chrome, Apple Safari, and Firefox), without requiring the installation of any additional clients, plug-ins, or add-ons.
- The Solution shall be mobile-friendly and be able to be viewed with a full and consistent experience across all common mobile devices (including iOS and Android) without limitation, including all accessibility features and settings.
- The hosting component of the Solution must have a full business continuity and disaster recovery plan in place, which includes regularly scheduled backups to prevent the loss of City data, and the ability to retain and restore data from backups as part of the timely restoration of services.
- The Solution must provide secure user access through Multi-Factor Authentication (MFA), or Single-Sign on (SSO) through Azure Active Directory (AD) Security Assertion Markup Language (SAML) integration.
- The Solution must provide role-based access controls to allow the City to control access to data and Solution components for designated City users with varying levels of functions and access permissions. 
- The access controls and permissions shall be accessible by the City through administrator (i.e. super user) account(s).
- The Solution shall provide a visually-appealing homepage that clearly displays open and closed projects, with the ability for public users to easily navigate to specific project pages shows through graphical and tile-oriented links, or to search by keyword or category.
- The Solution must allow non-technical staff to create and edit content on project pages in a user-friendly manner without the need for staff to have coding skills.
- The Solution shall allow the City to generate visually-interesting and interactive engagement content with projects that have their own unique pages, which are configurable by the City to add text, images, documents, mapping, and other interactive content.
- The Solution must provide a variety of options for engagement tools to encourage public participation, including, at a minimum: interactive surveys, polls, group discussions, and interactive mapping.
- The Solution must have the ability for staff to generate a unique URL for each project which can be shared and embedded on social media platforms, newsletters, and other webpages to bring users directly to the relevant page.
- The Solution must allow public users to create an account with a username and password, and provide optional demographic information (i.e. age, gender, location, etc.) upon registering. Users with a registered account must have access to features including, at a minimum, the ability to subscribe to receive updates on specific projects, and subjects/categories of interest, and view current and historical information on content they have engaged with.
- The Solution must allow public users to share information and respond to topics, posts, and polls either as an anonymous guest or through a registered account.
