RFP Description

The vendor required to provide responsive web design and user experience consulting services focused on two strategic platforms: Atlassian Jira and microsoft dynamics 365, including power pages.
- Platform-specific Atlassian Jira
1. Discovery and content review
•    Audit existing Jira configurations and workflows; 
•    Review onboarding documentation, service request types, and historical usage data; 
•    Analyze service request trends to identify common issues and improvement opportunities; and 
•    Provide a discovery report and gap analysis summarizing findings and areas for optimization.
2. Department engagement and validation workshops
•    Conduct interviews and discovery workshops with department leads, Jira administrators, and end users to capture pain points and needs; 
•    Facilitate validation workshops to present findings, future-state concepts, and wireframes for feedback. 
•    All workshops must be conducted during business hours, and can be either virtual or in-person; 
•    Document decisions, themes, and action items; and 
•    Provide a consolidated engagement summary report with user personas and key recommendations.
3. Information architecture
•    Assess current project hierarchy, issue types, request types, and portal layout; 
•    Identify redundancies, inconsistencies, and usability barriers; 
•    Propose a future state information architecture model that supports expanded service offerings and multi-department onboarding; and 
•    Deliver an assessment report and architecture diagrams with rationale.
4. Future-state vision and design
•    Map current and future-state user journeys for onboarding and service requests, and cross-department workflows; 
•    Develop wireframes and prototypes for enhanced Jira portals, request forms, and dashboards; 
•    Ensure designs reflect departmental needs and business goals; and 
•    Deliver annotated user flow diagrams and wireframes for key interfaces.
5. Usability testing
•    Conduct card sorting and tree testing to evaluate navigation and categorization; 
•    Facilitate usability sessions with representative users for both current and future state prototypes; 
•    Analyze feedback and iterate designs; 
•    Create usability testing plan and scripts; and 
•    Provide written summary of findings and design refinements.
6. Technical feasibility and user interface (UI) consultation
•    Collaborate with Jira administrators and technical teams;
•    Validate proposed workflows and UI elements against Jira constraints;
•    Recommend configuration strategies and plugins if needed;
•    Complete a technical feasibility assessment; and
•    Provide Jira configuration recommendations.
7. Adoption and transition support
•    Provide user-friendly documentation and onboarding materials;
•    Participate in workshops and demos to explain design decisions; and
•    Recommend strategies for communicating user experience (“UX”) changes to departments.
8. Final presentation and handover
•    Prepare and deliver a concise presentation summarizing findings, design recommendations, and usability testing results; 
•    Include visual aids such as user flow diagrams, wireframes, and metrics that demonstrate improvements; 
•    Facilitate a question and answer (Q&A) session with county leadership and technical teams to clarify design decisions; 
•    Provide a final handover package that includes:
o    Annotated wireframes and design specifications;
o    Usability testing reports and insights;
o    User guides and onboarding documentation; and
o    Configuration recommendations and adoption guidance; and
•    Ensure all materials are version-controlled and accessible for future reference.
- Microsoft dynamics 365 and power pages
1. Design validation and iteration
•    Review updated power pages and dynamics portal designs against usability and accessibility standards; 
•    Conduct limited validation sessions with internal stakeholders to confirm alignment with business needs. 
•    External usability testing has already been completed however additional testing may be performed based on recommendations provided by the supplier. 
•    All workshops must be conducted during business hours, and can be either virtual or in-person; 
•    Recommend iterative improvements for navigation, content hierarchy, and responsiveness; and 
•    Deliver a design validation report with prioritized enhancement recommendations.
2. Public login experience design
•    Review and improve the full login journey, including entry points, screens, multifactor prompts, error states, recovery paths, and post-login confirmations; 
•    Ensure the design aligns with county branding and meets accessibility standards (the county will provide corporate branding assets required); 
•    Create clear, resident-friendly messaging and micro copy to guide users through ENTRA id authentication; 
•    Provide wireframes and visual assets for the login interface and workflows as needed; 
•    Conduct comprehensive accessibility testing to ensure compliance with recognized standards (such as WCAG 2.1) to deliver an inclusive user experience; 
•    Deliver a login design and messaging guide with design rationale, content patterns, and implementation notes for technical and communications teams; and 
•    Focus is on design and messaging only; technical implementation is not required.
3. Agent-side UX assessment (dynamics back-end)
•    Audit current agent-side workflows, forms, and dashboards for usability and efficiency; 
•    Identify pain points related to navigation, data entry, and task management; 
•    Recommend UI and workflow enhancements that leverage dynamics functionality; and 
•    Deliver an agent UX assessment report with configuration and design recommendations.
4. Documentation, technical collaboration and handover
•    Deliver a UX documentation package with annotated wireframes, design specifications and UI rationale including the login design and messaging guide;
•    Collaborate with the county’s technical teams as needed to share UI recommendations and confirm feasibility within microsoft dynamics 365 and power pages, including Entra id touchpoints; 
•    Capture agreed implementation options and assumptions in a feasibility notes summary; and 
•    Ensure all materials are version-controlled and accessible for future reference.
