The Vendor is required to provide a cloud-based real-time, WCAG 2.1 AA compliant document accessibility solution including software, implementation, training, support and updates.
- The City requires a solution that eliminates the need for manual PDF remediation by staff, instead providing an accessible HTML viewing experience for citizens in real-time.
- Solution to be fully operational and accepted by the City prior to April 1, 2026.
- The resulting accessible HTML must meet all WCAG, 2.1 AA compliance requirements
- Solution must be capable of processing at least 2,000 legacy documents per month without requiring manual staff remediation
- Must explicitly state the geographic location(s) of the data center(s) where City data will be stored.
- Strongly preferred to have a FedRAMP or StateRAMP certification for their cloud services and to be certified to ISO/IEC 27001, demonstrating a comprehensive Information Security Management System (ISMS).
- Solution is capable of receiving a non-accessible PDF and returning an accessible HTML in real-time
- Solution is capable of processing at least 2,000 legacy documents per month without requiring manual staff remediation
- Ability to submit Help Desk Tickets via website, email, chat, telephone.
