The vendor required to provide parking access and revenue control system (PARCS) at the sites specified below and shall include system design, installation, implementation, integration, configuration, testing, and training; and ongoing maintenance and support services.
- Services provided by contractor shall include at a minimum, but not limited to, the following:
• Operational services for proposed equipment.
• Full installation and implementation services of PARCS.
• Process payment solutions for users, including credit cards, QR code, website, mobile app system, and cash.
• Interoperation with other vendors and operators (i.e., non-proprietary systems) if system needs to be transferred to a new operator.
• Provide validation system for local stakeholders; Hyatt hotel (i.e., hotel room keys).
• Payment solution shall be auditable and verifiable by the city.
• Coordinate with department for enforcement.
• Obtain city building permits and fire permits prior to installing the PARCS.
• Install signage detailing new paid parking requirements.
• Provide customer service (onsite, remote, phone, etc.) for the city and public users of system.
- Provide its employees uniforms and identification badges, which must be worn at all times while performing services on city sites.
- PARCS project requirements and tasks
1. Project management
• Manage their team (including subcontractors, if applicable) and overall project activities consistent with the direction from the city in order to meet and maintain the project schedule and budget, anticipate and mitigate design issues and delays, and coordinate and update the city on the overall progress of the project.
• Coordinate, organize, and attend project meetings with the city to discuss project progress, descriptions, and direction to coordinate activities.
• Meetings shall be held at key project milestones and shall include, but are not limited to:
o Design review
1. Conceptual plan
2. 95% submittal plan
3. 100% and building permit submittal plan
4. Final submittal plan
o Implementation and testing
o Training and support
• Prepare, monitor, and update progress schedule in microsoft (MS) project format.
• Schedule shall show significant milestones for the project.
• Contractor shall notify the city within two (2) calendar days in writing if there are delays or potential delays in any phase of the project and the city must approve any changes to the schedule.
• The schedule shall be maintained at all times and shall be updated each time progress and milestones are achieved and changed.
2. Design review
a. Kick-off meeting
• Contractor shall conduct a kick-off meeting to present detailed implementation plan.
• Provide meeting minutes for the city to review and approve.
• During this meeting, city and contractor project team members shall be clearly identified and documented, and each team members’ role shall be clearly identified.
• City to provide comments and revisions to project plan.
b. Design
• Contractor shall assess current infrastructure including existing network, security systems, and other relevant infrastructure for compatibility and integration.
• Contractor shall develop the system design.
• The system design shall include all software, hardware installations, electrical needs, communications, etc.
• If there is a change or addition infrastructure to existing facility, this should be identified.
• The city will conduct a separate procurement for any infrastructure needs.
• Provide design submittals for city review and comments, including submitting for building permits.
• Incorporate the city’s comments and develop final system design for city approval, including the building division.
3. Implementation and testing
a. Hardware installation
• Install all hardware components according to the implementation plan and approved system design.
• Schedule onsite meetings as needed for the city to review installation of hardware and obtain city sign-off.
b. Software configuration and testing
• Conduct software configuration for the PARCS software.
• Test system in coordination with the city to ensure that all functions work correctly, including access control, payment processing, and reporting.
• Any issues that arise should be addressed during testing
4. Final system acceptance
• Provide a final report to the city of the project for the city review, prior to notice of completion.
