The Vendor is required to provide for pole attachment tracking software.
- The Pole Attachment Tracking Software should include pole attachment permit application processing, pole permit tracking, attachment inventory management, billing and invoicing, historical record tracking and hold the ability to conduct system wide audits.
- Core Functionality
• A cloud-based software solution that can efficiently and effectively track all pole permitting applications through their individual phases.
• A user-friendly interface for both agency personnel and third-party use.
• Ability to report and track code violations located in the field during pre and post construction inspections.
• Tracks and differentiates between existing and proposed attachments to agency poles.
• Deliver an automated integration with agency design software that monitors, captures, and reconciles all pole-attachment changes.
• The system shall provide auditable categorization of additions, transfers, and removals and automatically route change notifications to the correct third-party attachment partners.
• Ability to generate and send pole attachment requests from agency as a result of new or changed pole locations during the agency construction process.
• Ability to generate and send pole transfer requests from agency as a result of new or changed pole locations during the agency construction process.
• Ability to generate and send pole removal requests from agency as a result of new or changed pole locations during the agency construction process.
• Ability to generate and send invoices to third party attachment companies.
• The ability to import historical pole attachment data and provide a historical database of changes to agency poles attachments.
• The ability to import historical billing and invoice records and provides a historical database of invoices/billing for tracking and reference.
• Autonomous creation of invoices customized to individual third parties and their invoice time schedules.
• Ability to generate reports of current attachments, future attachments, attachment removals, and attachment transfers.
• Ability to integrate with the national joint utilities notification system and autonomously submit tickets for coordination of joint movement.
• Provides a solution to conduct, track, and invoice for the quinquennial pole attachment audit.
• Ability to interface to receive and deliver data to GE smallworld or whichever design program agency may migrate to in the future.
• The ability to customize the pole attachment tracking software to fit agency specific operations should be available from both the contractor and agency.
