RFP Description

The vendor required to provide software-as-a-service (SaaS) solution for an online pistol permitting system must streamline the entire pistol permit lifecycle while ensuring compliance with regulatory and technical standards.
- The solution should provide intuitive and efficient experience for both department staff and public stakeholders, automating key workflows and enhancing user interaction through self-service features and comprehensive dashboards. 
- Data is currently in our Connectix repository for integrated criminalistic information (RICI) system which is also used for fingerprints and photos for both criminal and civil process. 
- The data is held in an oracle database and would need to be converted into the provider’s platform.
- The solution must replace existing legacy systems, ensure zero data loss during migration, provide user-friendly, automated, and criminal justice information services (CJIS)-compliant experience for both internal staff and public users.

- Required functionalities
1. Automation of pistol permit lifecycle
•    Enable applicants to submit new applications, renewals, endorsement requests and background checks through an online, automated workflow.
2. User-friendly dashboards
•    Provide intuitive dashboards for both department staff and public stakeholders.
3. Business rules engine
•    Offer a configurable engine to enforce department -defined rules across workflows, ensuring flexibility and compliance.
•    Have the ability to assign an investigator to specific applicants.
4. Configuration manager
•    Allow administrators to customize workflows and modify the solution as needed, minimizing dependence on vendor support.
5. Self-service public portal
•    Provide a portal where users can manage their applications, view status updates, change personal information and interact with the department.
6. Payment processing
•    Integrate secure payment gateways to process application fees efficiently.
7. Audit functionality
•    Include robust audit trails to track all system changes and activities for transparency and compliance.
8. Batch processing
•    Support batch processing for high-volume operations, such as bulk notifications.
9. Downloadable and printable wallet cards
•    Enable department to download and print ‘hard’ cards for proof of licensure.
10. Firearm transaction and ownership tracking
•    Provide records management functionality to log and monitor firearm-related transactions and ownership details.
11. Third-party data interfaces
•    Offer the capability to integrate with third-party data sources, supporting both one-way and bidirectional data exchanges.
12. Role-based access control (RBAC)
•    Implement RBAC to define and enforce user permissions for department staff and stakeholders.
13. Development and testing environments
•    Provide four distinct environments: development, system testing, user acceptance testing (UAT), and go-live, ensuring a smooth implementation process.
