RFP Description

The vendor required to provide digital development and support services to be included on a prequalification list (PQL) for software development services.
- Work will primarily involve using the Drupal content management system to design, build, and support online government digital services.
- Services is to build, maintain and support digital platforms, standards, design systems and other tools and techniques to enable government departments to meet their business objectives and to deliver faster, simpler, and better digital services to the citizens.
- A brief overview of the services platform:
•    The eservices platform is Drupal-based. 
•    We operate several Drupal 10 sites, with a small number of stragglers still on versions 7, 8, and 9.
•    We anticipate broadly upgrading to Drupal 11 in 2026.
•    The web application stack is based on ubuntu Linux, Apache, MySQL and MariaDB, and php. for search, we have a cluster of Apache Solr servers. 
•    We use Nginx for routing, and load balancing, with a third-party cloud-hosted web application firewall service for security.
•    To Drupal, we also manage a small number of other applications which tend to be Laravel (php). 
•    We use both public GitHub and an agency-hosted GitLab for source code management, issue tracking, and deployment. 
•    The platform also includes several integrations to proprietary systems, typically to retrieve data for display on the website, or update data within the proprietary system. 
•    Much of this middleware is based on node (JavaScript and typescript), which is containerized.
•    We have begun incorporating containerization technologies for the platform and anticipate deploying to managed Drupal cloud hosting for some properties in fiscal year 2025/26.
- Anticipated services and capabilities from supplier
1. Development of digital services on eservices platform
•    The supplier may be called upon to design and develop accessible, bilingual, and responsive website and web or mobile applications (digital services) that comply with guidelines and security and privacy standards. 
•    The supplier may be called upon to support digital service development and application life cycle management using an iterative, data-driven approach to delivery (discovery, alpha, beta, live, retirement).
2. Drupal theme development and user interface design
•    The supplier may be called upon to take the established agency standard theme for government information websites and digital services and apply the theme to the websites and digital services they have been contracted to build. 
•    The supplier may be called upon to convert visual representations of government websites (often in the form of wireframes, mock-ups or prototypes) into functional Drupal themes. 
•    The supplier may be called upon to create, implement and support themes that work on a wide range of modern web browsers, mobile devices, assistive technologies, and some legacy web browsers. 
•    The supplier may be called upon to come up with designs for websites and digital services considering agency branding and agency standards for interface elements and content that can be prototyped, tested, developed, and documented.
3. Application maintenance and support
•    The supplier may be called upon to provide maintenance and support work, such as bug fixes, user support, and incremental changes for websites and digital services. 
•    The supplier may be called upon to create or revise technical documentation for ongoing maintenance, support, and iteration of digital services.
4. Development of content for products and services
•    The supplier may be called upon for planning, managing, and developing content for products and services, with a focus on plain language and following agency digital standard guidance. 
•    The supplier may be called upon to carry out the creation and optimization of web content using a user research-based, data-driven approach developed and managed by eservices for citizens. 
•    The supplier may be called upon to develop information architecture design to optimize user experience.
5. Audit and transition of existing services and content
•    The supplier may be called upon to support the transition of website content, features, and services between different CMS products and versions. 
•    The supplier may be called upon to audit and rebuild some or all of the existing elements and features that cannot be transitioned.
6. Data analysis, extraction, transformation, loading and visualization
•    The supplier may be called upon to audit and analyze data and provide expertise in developing plans and strategies for making audited data open and accessible for citizens. 
•    The supplier may be called upon to engage with different agency departments and data owners to extract, transform, and load data to a central agency open data site, as required, the supplier may be called upon to transform data that includes tables and charts into creative visualizations that are consumable by a wide range of audiences.
7. User training and support documentation
•    The supplier may be called upon to provide training services to system users, content creators, or the developer community on the methods, techniques, and guidelines for using or contributing to the web platform. 
•    The supplier may be called upon to produce support documentation for various user groups.
8. Implement and support system integrations
•    The supplier may be called upon to implement and support various system integrations that may be required as a part of digital transformation of a service and process, such as integration of Drupal with an identity management system, or other supplier’s systems.
9. IT consulting, strategy development and on-going advice
•    The supplier may be called upon to provide advice on a wide range of business topics related to information architecture, platform management, cloud migration, and delivering services and content online. 
•    The supplier may be called upon to participate in creating and implementing an information architecture strategy that is consistent across agency websites and online services while also meeting department-specific navigational or user experience requirements.
