The Vendor is required to provide an integrated Affordable Housing Multifamily Development Lifecycle Software Solution (DLS Solution).
- Provide a wide range of responsibilities including public funding allocation, underwriting, construction oversight, asset and loan management, and long-term regulatory compliance for multifamily properties that serve low- to moderate-income households.
- Solution will serve as a centralized platform for managing agency multifamily housing portfolio, which includes more than 2,000 affordable rental properties with over 100, 0000 units across the state.
- The system must support the full lifecycle of each development – from initial funding request through the end of the affordability period – while maintaining comprehensive demographic, financial, programmatic, and regulatory data for a portfolio of more than 800 loans, over 300 grants, and approximately 1,100 tax credit properties.
- The new system must enable internal coordination across departments and facilitate clear communication with external partners such as developers, owners, property managers, and compliance agents.
- The system will or must:
• Receive, review, and process funding applications through a secure, intuitive external user interface;
• Track project milestones and status updates from underwriting through loan closing and construction;
• Monitor construction progress and draw requests to ensure alignment with approved budgets and timelines;
• Manage a diverse portfolio of loans and grants through a comprehensive servicing module;
• Oversee long-term compliance with program rules and affordability covenants, including income eligibility, rent limits, and physical inspections;
• Support workflow automation, document management, and correspondence tracking for efficiency and accountability;
• Capture and report on demographic data to support fair housing and equity goals;
• Maintain auditable records for federal and state oversight, investor reporting, and public transparency;
• Enable accurate and timely reporting, using real-time dashboards and customizable analytics tools;
• Migrate comprehensive legacy data from existing systems, including financial records, compliance histories, project documentation, and associated data across all program areas, while maintaining data integrity and audit trails.
