The Vendor is required to provide for job order contract (JOC) software and support services including JOC program development, procurement support, city staff and contractor training, and technical support.
- Generally be described as follows:
• Development and Implementation of a JOC program with the City;
• Development and updates to JOC Program Documentation;
• Implement existing JOC system/software customized to use for the City and its operations and provide routine maintenance and upkeep;
• Provide on-going technical support to City and all end-users;
• Provide an audit of a few city projects chosen at random twice a year;
• Provide on-going training to city staff at a minimum quarterly or more based on the
• JOC provider audit, or other metric reports generated from the system; and
• Provide standard and customized reports to City and all end-users, including ability to create new reports as needed.
- The JOC System shall provide full project tracking, developing cost proposals, preparing independent estimates, generating all project documentation, providing project scheduling, budgeting and cost control/tracking, and generating City customized reports.
- Provide on-going system support including secure hosting, troubleshooting and continuous system monitoring, report development and generation, and updates and revisions to the JOC System and its components, including updating technical features to accommodate browser updates.
- Automate search and retrieval of selected unit price book/cost book/task catalog items.
- Automate generation of unit price book/cost book/task catalog items for JOC contractors to use in proposals.
- Input specific quantities and develop automated cost proposals.
- Review the pricing for each task/item and accept or reject quantities or items.
- Obtain status information for proposals and task orders and account for encumbrances and expenditures against each JOC Construction Contract.
- Create reports to show all task orders completed to date including total dollar amounts, all active task orders in construction including total dollar amounts, and all pending task orders under proposal development including total estimated amounts and the resultant contract balances; allow flexibility for creating and editing reports.
