The vendor required to provide developing online learning management system (LMS) to deliver an online educational training or trainings for youth ages 12-18 that will include written, visual, audio, and video content as well as interactive “knowledge checks” in the form of quizzes, questions, or other formats.
- LMS platform requirements:
1. Modality:
• Be cloud-based and accessible from any place in the commonwealth on wi-fi or cellular data
• Allow multiple users to access the LMS at the same time
2. Content:
• House two separate curricula, one for middle-schoolers and one for high schoolers, with multiple modules
• Accommodate visual and auditory media in the form of videos
• Accommodate interactive participation from the user through some type of knowledge checks (e.g., quizzes after modules)
• Incorporate pre- and post- curriculum assessments to measure retention of learned material
3. Data collection:
• Have the capacity to register users without collecting any personal identifiable information (PII)
• Comply with all federal and state data and privacy laws
• Collect aggregate, deidentified information monthly for program improvement purposes including but not limited to length of time to complete curriculum, pre- and post- assessment test scores, module quiz scores, etc. and upload to a data dashboard that is accessible to the ago
• The data dashboard should be intuitive, user-friendly, and accessible to those with varying statistical knowledge
- Vendor support:
1. Pilot the LMS:
• Develop a pilot plan to test out the LMS in or before May 2026 with various stakeholders including youth with a variety of disabilities, subject matter experts, and members of the advisory group
• Identify technological challenges and work with team to rectify them within agreed upon timeframe
• Train the ago on how to use the data dashboard
2. Launch of LMS to commonwealth
• Work with ago it to develop a “day of launch plan” for soft launch in September 2026 and hard launch in October 2026
• Provide timely technical support through phone/email/chat for issues that arise
3. Continued maintenance of LMS
• Provide relevant updates and patches to any known bugs
• Provide timely notice of any scheduled maintenance and upgrades to the ago
• Promptly identify any issues and their severity level that affect user experience and communicate these to the ago
• Provide timely technical support through phone/email/chat for issues that arise.
